Description

For Palolo Valley Homes Modernization, Phase 4 No supplemental literature, brochures or other unsolicited information should be included in the bid packet. Any such literature, brochures or other unsolicited information shall not be considered. Any bid offering and any other set of terms and conditions contradictory to those included in this IFB will be rejected without further notice. Bid offers shall be submitted to the HPHA using the Form of Bid provided in this IFB. Bid offers submitted using re-created forms or other forms may be rejected and deemed nonresponsive. An INTENT TO BID is required and must be received by the HPHA at 1002 North School Street, Honolulu, Hawaii 96817 not later than 4:00 p.m., HST on January 27, 2023. The HPHA will acknowledge receipt of the Intent to Bid form, but it is the Bidder's responsibility to confirm that the HPHA has received its form. Intent forms are included in the bidding documents and are available at the above address. The Intent to Bid form may be filed by fax at (808) 832-6030 or via email to the project engineer. Bidders must possess a valid State of Hawaii Contractor's "B" License to be eligible to bid. Interested bidders shall comply with all requirements of the bidding documents. Written questions may be directed to Lisa Izumi, HPHA Project Engineer, at the above address and fax number or emailed to Lisa.M.Izumi@hawaii.gov. No questions shall be considered after January 25, 2023. All bids shall include the appropriate State General Excise Taxes. Bid security of five percent (5%) of the total bid amount is required. Request to withdraw a bid offer for any reason after bid opening may result in the forfeiture of the bid security. The HPHA may reject any and all bids and may waive any minor bid defects whenever the HPHA deems such action is in the best interest of the HPHA. The HPHA will determine the lowest responsive and responsible bidder. The award of a contract to the lowest responsible and responsive bidder is subject to the availability, allocation and receipt of funds. Nothing in the bid documents shall be construed to obligate the HPHA to encumber a contract using funding sources not specifically budgeted for this purpose. The HPHA has the right to cancel this Invitation for Bid (IFB) if it is in its best interest.
