2023 Asphalt Resurfacing

The City of Springfield is seeking qualified firms or persons to provide Asphalt Resurfacing in accordance with the requirements and provisions stated herein. A one-time contract will be issued. The cutoff for any questions pertaining to this bid is January 31, 2023, at 12:00 P.M., CST Any questions concerning the requirements or specifications of this Invitation for Bid shall be submitted in writing to the Buyer, Morgan Blankenship at morgan.blankenship@springfieldmo.gov. Each bid must be accompanied by a bid bond in the form of a cashier's check made payable to the City of Springfield - Director of Finance, or a bid bond duly executed by the bidder as principal and having as surety thereon a surety company satisfactory to the City. The bond so furnished shall be in the amount not less than five (5) percent of the amount of the total bid price. Checks or bid bonds will be returned to all except the three lowest qualified bidders within ten (10) days after the opening of bids and the remaining checks or bid bonds will be returned within five working (5) days after the City of Springfield and the successful bidder have executed the contract for the work. The Contractor shall furnish a Performance Bond and a Labor and Materials Payment Bond with surety approved by the City and on the forms approved by the City. Each bond shall be in the full amount of the contract conditioned upon the full and faithful performance of all major terms and conditions of this contract and payment of all labor and material suppliers The City reserves the right to: (1) make awards to multiple bidders, by item, group of items, all or none, or a combination thereof; (2) to reject any and all Bids or waive any minor irregularity or technicality in any Bids received; and (3) to disregard all non- conforming or conditional Bids or counter proposals. The project will consist of cold milling, leveling, spot patching, curbing, saw-cut existing concrete, asphalt overlays and other related work. All work shall comply with these Specifications and applicable sections of the latest City of Springfield General Conditions and Technical Specifications. When in conflict, the Contract Documents and these Specifications will control over the latest City of Springfield General Conditions and Technical Specifications.
