Description

NOTICE TO OFFERORS: 1. Complete Standard Form 1442, Section B and Section K and return the original. use blue or black ink. 2. Sections K and L will be physically removed from the resultant award but will be deemed incorporated by reference in the award 3. The magnitude of construction is between $500,000 to $1,000,000 4. This is a 100% Total Small Business Set-Aside, NAICS 236220 with a Small Business Size of $39.5M 5. Faxed and /or electronic bids are NOT authorized and will NOT be accepted 6. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. Description/Specifications/Statement of Work This project will remove existing generator, automatic transfer switch (ATS), and ancillary equipment at the following facilities: Hangar 5, Lift Station 805, West End Localizer 2127, and West End Lighting Vault 2174. Install new generator, bypass isolation ATS with switched neutral, 3-Way manual transfer switch (MTS), and surge protection devices at the following facilities: Hangar 5, Lift Station 805, West End Localizer 2127, and West End Lighting Vault 2174. Hangar 5 and West End Lighting Vault 2174 will require a load bank CAM-lock connection box with circuit breaker. West End Lighting Vault 2174 will require to remove existing day tank and install a new day tank and associated piping to connect to the existing exterior fuel tank. BID PREPARATION: 1. CONSTRUCTION BID - Submit one (1) original copy plus one (1) copy. a. Complete blocks 14 except Facility Code, 15, 17, 19 and 20 (a-c) of the Invitation for Bid (IFB) Standard Form (SF) 1442. In doing so, the offeror accedes to the contract terms and conditions as written in the IFB SF 1442 through Section K. These sections constitute the model contract. b. Any amendments to the solicitation shall be acknowledged by returning a signed copy of the amendment(s), with the bid or by acknowledging each amendment in Block 19 of the SF1442. c. Complete the necessary fill-ins and certifications in Sections I through K. Section K shall be returned in its entirety. For Sections I and J, the offeror shall submit only those pages that require a fill-in or document completion. d. Financial Resources: Offerors shall submit a completed financial capability letter from their financial institution. (See Attachment 5, Financial Institution Reference Sheet). The letter will be used in the Contracting Officer's determination of responsibility. e. Bid Offer: Offeror shall provide evidence of sufficient bid guarantee, as required in FAR 52.228-1, Bid Guarantee. General Information Offerors are cautioned that Dobbins Air Reserve Base, Georgia has visitor control procedures requiring individuals not affiliated with the installation to obtain a visitor pass prior to entrance. DELAYS SHOULD BE ANTICIPATED WHEN GAINING ENTRY ONTO THE BASE. Should an Offeror choose to deliver their Bid in person, in lieu of mailing, Offerors should allow sufficient time to obtain a visitor pass and deliver the bid PRIOR to the time specified for receipt. Late bids will be processed in accordance with FAR 14.201-6(c) (3) "Late submission, modifications, revisions, and withdrawals of bids." Site visit will begin at Bldg 812, 1538 Atlantic Ave, Dobbins ARB, GA 30069. to attend the site visit, interested parties MUST visit the Visitors Center, located next to the Main Gate, to obtain a visitors pass; ID will be required. A background check will be conducted on you. If you have a felony conviction within the last 10 years, you will not be allowed on base. If you received a Pardon for your conviction you will not be allowed on base. ONLY ONE (1) SITE VISIT WILL BE HELD/CONDUCTED. 2. You must also submit your Full Name, Date of Birth and Company, to the POC's listed below, no later than two calendar days prior to the scheduled site visit. Failure to submit information may result in denial of base access for the site visit. Requests for attendance shall be forwarded to Kevin Song at kevin.song@us.af.mil and Kenneth Jacob at kenneth.jacob.1@us.af.mil. The Government is not responsible for electronic transmittal failures. Due to COVID Restrictions, ONLY ONE (1) person from your business may attend. 3. Any questions generated from the site visit must be submitted in writing to Kevin Song at kevin.song@us.af.mil and Kenneth Jacob at kenneth.jacob.1@us.af. mil. NLT 4:00 PM, 12 August 2022. The Contracting Officer will provide clarification(s) through amendment(s) to the solicitation following receipt of any questions. Any questions received after 4:00 PM, 12 August 2022 may or may not be answered. Submission of questions prior to the site visit is also encouraged. 4. All vehicles are subject to search and should have on their person a valid driver's license, vehicle registration, and current proof of insurance. Offerors should allow sufficient time. 5.
