Description

The intent of this project is to replace, design, demo, furnish, and install a complete Process Control System (PCS), replacement of all field devices at the above facilities and their associated remote sites as indicated within the contract documents Key Completion Times; Liquidated Damages", of the Agreement. Additionally, Contractor shall have the following minimum qualifications: 1. Contractor shall provide a licensed, professional engineer in the State of Michigan with at least ten (10) years' electrical, instrumentation and controls system engineering experience with Emerson Ovation or Rockwell FTView/Allen Bradley PLC systems and shall be responsible for the design of theProject and the Work. 2. Contractor's Project Manager and construction superintendent shall have at least ten (10) years' experience in project management and at least ten (10) years' experience in construction superintendence on municipal or industrial facilities, specializing in water/wastewater instrument and control system improvements projects. 3. Contractor and its system integrator (SI) shall each have completed at least three (3) design-build water/wastewater instrumentation and control projects in the past three (3) years. 4. Contractor's Instrument and Controls System Integrator: A. The SI must provide proof of successful completion of previous projects over the prior three (3) years, at minimum, and shall be subject to one or more audits, at Owner's discretion, before, during, or after the Project. B. The SI shall supply examples of and references from at least three (3) similar projects that it has successfully completed within the past five (5) years involving the following communications networks: 1) Modbus; 2) Ethernet; and/or 3) Radio/Cellular Modem/4G. C. The SI shall supply examples and references from at least three (3) similar projects that it has successfully completed within the past five (5) years involving each of the following hardware and software (software versions to be the current version at the time the work was performed): 1) Emerson Ovation System; 2) Rockwell ControlLogix PLC's and Factory Talk; 3) Rotork - Pak-scan; 4) Emerson Ovation ROS/OIT; and/or 5) PanelView Plus 7. D. The SI shall provide at least three (3) project references where the SI converted standard graphics to high performance graphics, with a minimum of 75 full-size graphic screens. E. The SI shall provide at least three (3) projects references where they provided end point cybersecurity protection to all servers and HMI at the project facility. The SI shall have provided end point security which included patch management, anti-virus, application control, device control, network detection, system back-up and recovery, security incident and event management and vulnerability assessment. F. The SI shall have an office or location, staffed with competent engineers that shall perform the Work, within 100 miles of the Project site. G. The SI shall have ISO 9001 certification. If the SI does not have this certification, then they shall be subject to a quality management audit by Owner or Owner's representative. H. The SI shall supply detailed resumes and past work experience for the office and field staff that shall be assigned to the Work. Because of the highly technical and skilled nature of the Work, Owner shall retain the right of individual approval and removal of any SI staff.
