Description | Electronic Proposal Submission in Procurement Integrated Enterprise Environment (PIEE): This solicitation will accept responses through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) suite at https://piee.eb.mil/. Submittals sent through proprietary or third-party File Transfer Protocol (FTP) sites, DoD SAFE or by any other means will not be retrieved or evaluated. Vendors responding to a solicitation resulting from this pre-solicitation notice must either self-register for a PIEE account and add the appropriate roles, or for existing PIEE users, access their account and add additional roles. Contractors must be registered in PIEE to access and submit responses to a solicitation in PIEE. W9123622B2009 Renovate Welcome Center Building 210 Richmond, VA This is a pre-solicitation notice. This is NOT a solicitation. Do NOT submit proposals or questions in response to this notice. The U.S. Army Corps of Engineers (USACE) Norfolk District (NAO) intends to issue an Invitation for Bid (IFB) acquisition for the renovation of Building 210 Welcome Center at DSCR Richmond, VA. This procurement will be conducted in accordance with FAR Part 14, Invitation for Bid (IFB). The Government intends to award a firm-fixed-price (FFP) contract. The requirement will be solicited as a 100% small business set-aside. The applicable NAICS code is 236210, Industrial Building Construction, with a Business Standard of $39.5M and Product Service Code of Z2EZ - Repair or Alteration of Other Industrial Buildings. In accordance with FARS 36.204(F) Disclosure of the magnitude of construction projects, the magnitude of construction is between $1,000,000 and $5,000,000 million. Project Description: Provide labor, material, and equipment to perform the following: USACE NAO is seeking a small business capable of renovating Building 210 Welcome Center to provide adequate and efficiently configured facilities to ensure safe and secure screening and badging of individuals attempting to enter the installation. Adequate and efficiently configured facilities at the Pass Office within Building 210 are required to ensure safe and secure screening and badging of individuals attempting to enter the installation. Sufficient lobby space is required to ensure fluent passage of individuals requesting badging as well as adequate workspace for the employees working within the office. A multipurpose room is required to provide a briefing area for media (approximately 10 individuals) in the event of an emergency without having the media enter the installation. The Army Standard for Access Control Points (ACP) includes requirements for Visitor Control Centers (VCC) which allows for 2,720 SF of gross area for four processor layouts. Options may be included The IFB and accompanying documents will be issued electronically and will be uploaded to SAM.gov on or about 27 December 2021. Telephone calls or written requests for the IFB package will NOT be accepted. Prospective bidders are responsible for monitoring SAM.gov to respond to the solicitation and any amendments or other information regarding this acquisition. Prospective bidders are required to be registered in SAM when submitting an offer and shall continue to be registered until time of award, during performance, and through final payment of any contract.
