Description | Professional Services Proposals for the investigation, design, and construction of improvements to protect the shoreline and existing outfall structure at the Sturgeon Point Water Treatment Plant from further erosion. The improvements include all ancillary services to complete the work including environmental reviews, permit applications, and a topographic survey. The Authority owns and operates the Sturgeon Point Water Treatment Plant (STP WTP) located in the Town of Evans, New York. The water treatment plant property includes approximately 500 feet of Lake Erie shoreline, characterized by a natural shale bluff rising approximately ten feet above the lake with a steeply sloped overburden layer. Multiple process operations at the plant utilize a 42-inch diameter reinforced concrete outfall pipe which discharges to the lake through an approximately 75 ft. long, 15 ft. high concrete headwall built into an inset of the bluff. Wave action, coupled with the effects of surface runoff and freeze/thaw, has resulted in significant erosion of the shale bluff, soil behind the outfall headwall, and toe of the overburden layer. In 2016, a rehabilitation project (Contract OBG-012-B) included repair and expansion of the outfall headwall, drainage improvements, and regrading and armoring of the overburden slope. The work included as part of this project includes the following: Investigation of site conditions and review of past shoreline protection/stabilization projects. Topographic survey of the shoreline and bluff. Identification and completion of applicable permits; meetings with regulatory agencies. Identification and completion of environmental and cultural reviews and associated applications. Evaluation of shoreline protection and stabilization alternatives. Design and construction services for the selected protection and stabilization approach. |
