This program makes repairs to homes of elderly and/or disabled low-income homeowners with quality-of-life issues. This program is funded by the US Department of Housing and Urban Development HOME funds. NOEL will oversee the implementation of all construction projects completed under this program. NOEL and Jefferson Parish reserve the right to accept or reject any and all bids, in whole or part, for just cause pursuant to the Law.
