Description

Required Delivery Date: 09/27/2023 Requisition Nbr: R2023000252 Document Nbr: D2023000301 Questions Deadline: 07/14/2023 Answers Due Date: 07/17/2023 Furnish labor, materials and equipment necessary to install new window A/C units at Waipahu Intermediate School. Waipahu Intermediate School, 94-455 Farrington Hwy., Waipahu, Hawaii 96797 Approximately Fifty-nine (59) 23,500 BTU Window A/C in 24 rooms. LG model LW2422IVSM or approved equal. In rooms: J101, J102, J104, J201, J202, J203, J204, J205, J206, J207, M101, M102, M103, M104, M105, M201, M202, M203, M204, M205, M206, AC1, AC2, I-73, K Stage. Air Conditioning Units: 1. Before ordering equipment, provide specifications of A/C units to Project Coordinator for approval. 2. All units must be Energy Star-rated with a minimum CEER of 10.3. 3. All A/C units shall be installed with condensation drain lines. 4. Any equipment and/or installation changes identified during the pre-bid meeting/walkthrough shall be verified and approved by the Project Coordinator. Changes will be posted as an Addendum to the Scope. 5. All AC units will be framed with painted 1/2 " plywood. 6. All wood around the AC units will be painted (interior and exterior). Electrical: 1. Contractor shall provide all necessary components for a complete installation of all A/C units; including but not limited to conduits, wiring, outlets, etc. 2. Subpanels shall be installed for new AC units. Patching : 1. All penetrations through walls/windows shall be completely sealed. 2. All added and/or replaced lumber and/or plywood shall be patched and painted. Wood trim shall be used for gaps larger than 1/4 inch. 3. Any damages caused by the Contractors work shall be properly patched and painted to match surrounding areas. 4. The exterior will be protected from bird nesting. Windows/Louvres 1. Windows and louvres must be operational post-installation. Project is tentatively scheduled to commence upon award of contract and must be completed by Wednesday, September 27, 2023. No weekend and State holiday work shall be permitted. A pre-con meeting shall be held no less than 2 weeks prior to starting construction. The contractor should coordinate this with Project Coordinator. The Contractor shall verify all existing surface conditions and existing electrical panels for proper installation and operating of new A/C units, prior to starting work. Asbestos-containing building materials and lead-containing paint may be found in the limits of work for this project. Please work with the School on final locations prior to installation. All work shall be per manufacturers specifications and recommendations, and shall be performed to industry standards. The Contractor shall comply with all current local, State, and National ordinances and applicable uniform building code including UBC and N.E.C.. Any additional work requested by school officials, discrepancies or unforeseen conditions, the Contractor shall contact and inform the Project Coordinator. Any project cost changes must be approved by the Project Coordinator. General Requirements The Contractor shall ensure adequate safety precautions to protect the surrounding structures, school personnel, and the public by providing temporary and maintaining high visibility barriers or signs for safety. Contractor shall protect work from any unforeseen inclement weather and is responsible for any subsequent damages related to the work. Any damage to existing wall, utilities and surrounding areas in close proximity of project during the installation shall be repaired by the Contractor to the satisfaction of school and at no cost to the State of Hawaii and the Department of Education. Rubbish and debris resulting from this project shall be removed daily to a legal disposal area outside from the school campus. Contractor shall comply with all applicable laws, ordinances, and codes of the federal, state, and local governments to properly dispose of all construction debris (including air conditioning equipment). Smoking or use of tobacco products is prohibited anywhere on school property. In addition, all workers shall dress and conduct themselves properly at all times. COVID-19 precautions such as contractor attestation, mask wearing, wellness checks, and social distancing are required. HRS Chapter 104, Wages and Hours of Employees, applies to every public works construction project over $2,000, regardless of the method of procurement or financing (purchase order, voucher, bid, contract, lease arrangement, warranty). A certified copy of all payrolls shall be submitted weekly to the Project Coordinator. Contractor shall submit nameplate pictures of new air conditioning equipment with information of installed locations. Along with the manufacturer's standard warranty, a two (2) year written Contractor warranty on all new work (workmanship and materials) shall be provided to the School and shall be submitted with a project invoice requesting payment upon completion of the job. To be eligible to submit a bid, the bidder must possess a valid State of Hawaii contractor's license classification B or C-52. Upon award of jobs $2,500 and greater, the DOE will use the online Hawaii Compliance Express (HCE) system to verify the contractor's compliance documents. The contractor MUST be registered with HCE in order for an award to be made for jobs $2,500 and greater. This Solicitation is for procurement as set forth in Section 103D, Hawaii Revised Statutes (HRS), Chapter 3-122, Hawaii Administrative Rules (HAR) and Act 175, SLH 2009. Contractor shall at all times observe and comply with all provisions of Chapter 104, HRS, regarding Wages and Hours of Employees on Public Works Law. A performance bond is required for all projects $50,000 and above. If awarded, Contractor MUST submit the following for payment: Subcontracting Percentage Form Daily Production Report Certified payroll affidavits/reports Letter of Warranty Nameplate pictures of new A/C equipment with information of installed locations
