Description

As of 8/15/2023, this project was not awarded and will be rebid in the future. This contract provides for asphalt street rehabilitation of multiple streets within the City of Kenefick.This contract shall include all necessary labor, materials, equipment, tools, inspection, testing, and superintendence required for the complete and operable rehabilitation of the proposed project as shown on the contract plans and specifications. This contract includes, but is not limited to the following: Base Bid Items 1. River Boat Bend. Contractor shall rehabilitate approximately 3000 linear feet of asphalt roadway on various streets by pulverizing the existing roadway to a depth of ten (10") inches and applying 2" of Type "D" HMAC surfacing per TxDOT Item 340, including driveway and street transitions, removing and resetting mailboxes (as required) and traffic control, all in strict accordance with the plans and specifications. Additive Bid Items 1. Martha Lane. Contractor shall rehabilitate approximately 1,200 linear feet of asphalt roadway on various streets by pulverizing the existing roadway to a depth of ten (10") inches, cement treating, and applying 2" of Type "D" HMAC surfacing per TxDOT Item 340, including driveway and street transitions, removing, and resetting mailboxes (as required) and traffic control, all in strict accordance with the plans and specifications. Additionally, the contractor shall rehabilitate approximately 919 linear feet of roadside ditch by furnishing all labor, materials, and equipment to clean, regrade, cut, fill, and remove and disposal of excess material, furnish and install 72 linear feet of new 18" culverts, and remove and replace existing 16 linear feet of 18" culverts, all in strict accordance with the plans and specifications. 2. Soft Soil Remediation. Furnish all labor, material and equipment to stabilize two hundred and fifty five square yards (255 SY) of subgrade soil on River Boat Bend and seventy six square yards (76) of subgrade soil on Martha Lane. CONDITIONS ALONG THE ROUTES The Contractor's attention is called to various physical conditions along the routes as follows. 1. The Contractor shall take precautions to avoid damage to power lines, foundations, guy wires, and appurtenances. The Contractor shall observe all applicable OSHA and owner requirements while working near the overhead power lines including restriction of height of equipment. 2. During construction, the Contractor shall take the necessary precautions to avoid damaging existing utilities within the limits of the project site. SPECIAL REQUIREMENTS AND CLARIFICATIONS 1. The Contractor shall restore the work route to its original condition or better prior to acceptance by the Owner. 2. The Contractor shall contact the owner Hon. Martin "Marty" Wells, Mayor, at (936) 258-2130 prior to starting any work within the project area. 3. Any changes in quantities will be addressed by change order and will have to be approved by the Owner before any work can be done. 4. All excess materials removed during the course of the project will have to be properly disposed of by the Contractor. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Kenefick or negotiable U.S. Government Bonds (at par value) may be submitted in lieu of the Bid Bond. Attention is called to the fact that not less than the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Any contract or contracts awarded under this Invitation for Bids are expected to be funded by CDBG Contract CDV21-0226. No Pre-Bid Conference will be held on this project. All questions shall be received through CIVCAST or in writing via email until June 23, 2023 at 5:00PM and addressed by Addendum. The City of Kenefick reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by City of Kenefick for a period not to exceed 60 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. All contractors/subcontractors that are debarred, suspended, or otherwise excluded from or ineligible for participation on federal assistance programs may not undertake any activity in part or in full under this project. No pre-Bid conference will be held. All questions shall be submitted through CIVCAST or in writing via email and addressed by addendum. Engineer will transmit to all prospective Bidders of record such Addenda as considered necessary in response to questions. The Work will be substantially completed within 180 calendar days after the date when the Contract Times commence to run as provided in Paragraph 4.01 of the General Conditions and completed and ready for final payment in accordance with Paragraph 15.06 of the General Conditions within 210 calendar days after the date when the Contract Times commence to run.
