Description

DESCRIPTION OF WORK: All work for the project shall be performed in accordance with the attachment. The work consists of furnishing all material, labour, and equipment necessary for constructing the AUDIO AND VIDEO PRODUCTION/SERVICES UPGRADE. This includes improving meeting production capabilities and Virtual Meeting Room (VMR) management and support. All work is to be done in accordance to the specifications of Project. Addenda will be sent via e-mail or facsimile to all holders of Bidding Documents up to seventy-two (72) hours before bid time. Brief addenda may be issued between seventy-two (72) hours and twenty-four (24) hours before Bid time by e-mail or facsimile to all holders of Bidding Documents. A request including the name, address, telephone number and e-mail address of the bidder shall be required to obtain a set of Bidding Documents. BID BOND. A bid bond will not be required for this project. SPECIFIC CRITERIA: The Contractor performing this service shall have a strong background in providing a positive working relationship with Cities having a Council/City Manager type government and a history of successfully performing audio and video electronic installations for public meeting chambers used by governing bodies and other boards or other similar kinds of facilities as well as support and maintenance for such installations and equipment. The City shall have the right to contact any and all client references provided by the bidder and inquire about the client's experience about the bidder's performance. Bidder will be evaluated based on their completeness and quality of their written bid submittal, background, prior experience, ability to meet the City's needs on a schedule deemed acceptable by the City, pricing, offered guarantees and manufacturer's warranties if applicable, and such other factors required by law. Reviewing and ranking of the firm's bid will be performed by City of Cape Canaveral Staff and any applicable City consultant. There will not be a need for any presentation by firms. The final ranking will be presented to the City Council for final selection at the City Council's sole and absolute discretion. The City reserves the right to withdraw or modify this Request for Bid or any portion at any time to protect its best interests. The subject line of all inquiries shall state "BID #2022- 06 AUDIO AND VIDEO PRODUCTION/SERVICES UPGRADE - BID INQUIRY". BID SUBMITTAL: A single bid shall be submitted in writing for the Work and must be signed in full by a duly authorized representative of the bidder who is authorized to bind the bidder.. Bids shall be enclosed within a sealed envelope, in triplicate, on the form provided with the words "BID #202206 AUDIO AND VIDEO PRODUCTION/SERVICES UPGRADE" and the bidder's name, address, and Florida Contractor's License Number clearly shown on the outside thereof. Bidder must complete and submit with their bid all required City bid forms. Bids must be received no later than the time set forth herein. The City r will not be responsible for bid preparation costs or any lost or late arriving bids sent via U.S. Postal Service or other delivery services. Mailed bids shall be sent to the attention of the City Clerk, City of Cape Canaveral, 100 Polk Avenue, Cape Canaveral, Florida 32920 No person, firm, or corporation shall be allowed to make, file, or have an interest in more than one Bid for the same work. PLEASE BE ADVISED: PHYSICAL LOCATION FOR DISTRIBUTION OF MATERIALS, DELIVERY OF BID PACKETS AND PUBLIC BID OPENING ARE SUBJECT TO CHANGE. PROJECT MANAGER WILL NOTIFY ALL POTENTIAL BIDDERS AHEAD OF TIME. DEFINITIONS: Terms used in the "Advertisement for Bids" which are defined in the Bidding Documents shall have the meaning assigned to them by the Bidding Documents. AWARD OF CONTRACT(S): If the Contract is to be awarded, it will be awarded as defined in the City of Cape Canaveral's Code of Ordinances, Sections 2-218 Procedure, and the City reserves the right to award a contract to the lowest responsive, responsible bidder that the City deems, in its sole and absolute discretion, to be in the City's best interest. The City reserves the right to accept or reject any or all additive or deductive alternatives at its sole discretion subsequent to award of the Contract. The City reserves the right, with or without cause, to waive technicalities or irregularities, to modify the invitation to bid by written addendum, to reject any or all bids, and to accept that Bid which in its sole and absolute judgment best serves the City's interests. No contract shall be deemed formed under this invitation to bid until such time as the City and the successful bidder approve and execute a written agreement on a form prepared by the City which sets forth the scope of the equipment and services being purchased by the City.
