Description

QUESTION DEADLINE Thursday, May 26, 2022 4:00:00 PM [(UTC-05:00) Eastern Time (US & Canada)]. The Work shall consist of all labor, equipment, fees, permits, and other related costs necessary to provide for construction related to upgrades for the Aeration Tanks; upgrades for the Sludge Blending and Pumping Station; upgrades for the primary scum collection system; upgrades for the Return Activated Sludge Pump Station; electrical upgrades for the Raw Sewage Pumping Station, Administration Building, Chlorine Building, and Effluent Pump Station; roof repairs to several facilities; and the installation of a new entrance gate. Two Bid Alternate Items include: Bid Alternate A, which provides for a Building Access Control System implementation to several facilities at the EHWCPF and Bid Alternate B, which provides for Additional Site Paving. Bidders are directed to Section 01010 Summary of Work for specific details. The Work shall be located at the East Hartford Water Pollution Control Facility in the Town of East Hartford; in the State of Connecticut as shown on the Drawings and specified therein. MBE (3%), WBE (5%) Completion- The successful Bidder shall have 790 calendar days Location- 65 Pitkin Street, East Hartford, Connecticut. . Site construction and materials excavation, including but not limited to: a. Excavation and material handling, transportation, and disposal of Polluted Soil. b. Demolition and replacement of existing pavement. c. Installation of new site Entrance Gate. d. Removal of trees, bushes, and shrubs. e. Furnishing new utilities including underground duct banks, cables, conduits, terminations, and splices. 2. Demolition of existing electrical equipment inside of the Return Sludge Pumping Station and Sludge Blending and Pumping Station, including: a. Demolition of existing MCC-2, MCC-4, panels, conduits, and wire. b. Demolition required for the installation of new automatic transfer switches outside of the Raw Sewage Pump Station. c. Demolition required for the installation of new manual transfer switches outside of the Administration Building, Effluent Pump Station, and Chlorine Building. d. Material handling, transportation, and disposal of TSCA-regulated PCB bulk product waste. 3. Construction, testing, and placing new electrical equipment into service including: a. New MCC-2 and MCC-4 including power monitoring, panelboards, conduits, wires, and appurtenances. b. Modifications to existing variable frequency drives for pumping equipment at the Return Sludge Pumping Station and Sludge Blending and Pumping Station, including conduit, wires, and appurtenances. c. New automatic transfer switches outside of the Raw Sewage Pump Station, including conduits, wires, and appurtenances. d. New manual transfer switches outside of the Administration Building, the Effluent Pump Station, and the Chlorine Building, including conduits, wires, portable generator plugs, and appurtenances. e. Replacement of the existing feeder between the Raw Sewage Pump Station and the Administration Building with a new feeder. 4. Demolition, construction, testing, and placing upgrades to the existing aeration tank into service including: a. Process air piping modification to pass headers including piping, modulating butterfly valves, venturi flow meters, and appurtenances. b. Material handling, transportation, and disposal of TSCA-regulated PCB bulk product waste. 5. Upgrades to enhance monitoring of BNR performance and implement DO header control including DO probes, nitrate analyzers, and ammonia analyzers. a. Aeration Tank Cleaning. b. New submersible mixers. c. Replacement of existing diffusers. 6. Demolition, construction, testing, and placing into service new sludge transfer pumps and associated piping and valves located in the Sludge Blending and Pumping Station. Including material handling, transportation, and disposal of TSCA-regulated PCB bulk product waste. 7. Upgrades to Primary Scum Flushing system including installation of flushing water, modification to existing actuators, replacement of scum pump and installation of level element. 8. Demolition, construction, testing, start-up, and placing upgrades to the plant's SCADA system into service. 9. Replacement Sludge Holding Building roof, not including domes at the north and south ends. 10. Replacement of Administration Building canopy roof.
