Description

**As of March 8, 2023,  this project has not yet been awarded. A timeline for award has not yet been established. Contractor shall complete all Work as specified or indicated in the Contract Documents. The Work is generally described as follows: +/- 8,634 LF of 8" PVC sewer main, +/- 4,515 LF of 10" PVC sewer main, +/- 465 LF of 10" to 10" HDPE pipeburst of existing gravity sewer main, +/- 15,000 LF of 4" PVC gravity sewer service pipe, and all associated appurtenances, +/- 581 VF of manhole construction, +/- 73 manhole ring & covers, +/- 365 tons of 1-1/2" 9.5 mm Superpave Asphalt Resurfacing, and related work. Bid security shall be furnished in accordance with the Instructions to Bidders. If awarded the Contract the successful bidder will be required to furnish a Performance Bond and Payment Bond, each in the amount of one hundred percent (100%) of the Contract amount. Bonds must be provided by sureties appearing on the U.S. Treasury Department's most current Circular 570 Listing and be licensed in the State of Georgia. The Issuing Office for the Bidding Documents is: Still Waters Engineering, 130 Veterinary Way Unit 2, Leesburg, GA 31763. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30 AM - 5:00 P.M, and may obtain copies of the Bidding Documents from the Issuing Office as described below. Bidding Documents also may be examined at Eastman City Hall, during the Citys regular business hours. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Bids will not be accepted from prospective bidders not on record with the Issuing Office as having purchased and received a complete set of Bidding Documents. All permits required for the construction of this project are expected to be approved prior to the date of the bid opening - with the exception of the submittal of the Notice of Intent for coverage under the NPDES General Permit to discharge stormwater Associated with Construction Activity. The Contractor shall be responsible for the submittal of the Notice of Intent and payment of all land disturbance fees. This project is expected to be funded all or in part by the Georgia Environmental Finance Authority's (GEFA) Clean Water State Revolving Fund loan. The construction contract will be subject to GEFA's Supplemental General Conditions for Federally Assisted State Revolving Loan Fund Construction Contracts including Disadvantaged Business Enterprise requirements and Davis Bacon & Related Act requirements. Additionally, the contract will be subject to GEFA's American Iron and Steel Special Conditions and Information for Federally Assisted State Revolving Loan Fund Construction Contracts.
