Description | As of 12/02/2022 Staff reviewed submitted bids. Each bidder submitted a base bid and a base bid plus all deduct alternates that were 130-160% of Consultant’s Estimate so the Department has insufficient funding for the project at this time. Amounts on advertising authority indicate sufficient funding. However, approximately $400,000 in 8912 were allocated but not intended to be used and were only available in case payments from GFP were delayed and City needed to pay and get reimbursed by State later. Project will be re-bid at a later date when more funding has been allocated. This project will reconstruct a portion of the Canyon Lake Park ponds and their perimeter walls, replace the short pedestrian bridge, construct a bioswale/detention pond, and improve surrounding amenities like seating and sidewalks. The project aims to improve pedestrian safety and access, provide stability to adjacent turf, enhance fish habitat and water quality, and beautify the park. The primary objective of the project will be to reconstruct the existing West Pond at Canyon Lake Park. The project will replace the existing pond stone wall with a perimeter cast-in-place concrete wall. The overall size of the pond will remain about the same; however, the pond configuration will be modified to improve shoreline access and stabilization. The overall depth of pond will be increase about 2.5 feet. A separate storm water detention pond will be constructed to capture parking area runoff. The Owner reserves the right to the extent allowed by law to award the work as is most advantageous to the City or reject any or all bids Each proposal must contain a certified check or cashier's check for five percent (5%) of the amount of the bid. Such check shall be certified or issued by either a State or National Bank and payable to the City of Rapid City, Rapid City, South Dakota, or in lieu thereof, a bid bond for ten percent (10%) of the amount bid, and such bond to be issued by a surety authorized to do business in this state and payable to the City of Rapid City, Rapid City, South Dakota, as a guarantee of the Bidder entering into a contract for the construction of the work and furnishing of a 100 percent performance bond. After this has been accomplished, the Bidder's check or bid bond will be returned, and the checks or bonds of all unsuccessful bidders will be returned upon thirty (30) days after the bids have been opened All work shall be complete by May 26, 2023. Liquidated damages, as specified in the Rapid City Standard Specifications, will be charged for failure to complete the project on or before the completion date. Anticipated start date of construction is November 1, 2022. o Install preliminary erosion control measures such as silt fence, silt ditch, inlet protection and sediment traps prior to beginning grading activities in each phase. o Place seed mix and sod no more than 14 days after final grading work is complete. o Install erosion control measures such as silt fence, mulch, wattles, inlet protection, riprap, and any other measures deemed necessary by the engineer or architect upon completion of final grading.
