Description | The work to be performed includes, but is not limited to, cement treatment ofsubgrade, installing an asphaltparking lot, new roadway, sidewalks, busstop provisions, parking lot lighting, and installing accessible curb ramps. Such other items or details, not mentioned above, that are required by the Plans, Standard Specifications, City ofMerced Standard Designs, and the Special Provisions shall be performed, placed, constructed, or installed All questions shall be submitted in writing/e-mail to the City Engineer no laterthan June 10,2022, at 5:00 p.m. The project is located on M Circle a part of M Streetjustsouth ofBellevue Road in the City ofMerced, California. Bids are required forthe entire work described herein The City reserves the right after opening bids to reject any or all bids, to waive any informality (non-responsiveness) in a bid, or to make award to the lowest responsive, responsible bidder and reject all other bids, as it may be bestserve the interest ofthe City; (b) The ranking of bids will be based on the combination ofbid schedules that the City awards; (c) As a condition ofaward, the successful biddershall furnish apayment bond and aperformance bond each in the full amount ofthe contract price. The successful bidder will also be required to submit proofofinsurance forwork involved. BID SECURITY: Each bid shall be accompanied by a certified or cashiers check or Bid Bond in the amount of 10 percent ofthe total bid price, payable to the City ofMerced. TheContractor may elect to receive 100 percent ofpayments due underthe Contract Documents from time to time, without retention ofany portion ofthe payment by the City, by depositing securities ofequivalent value with the City in accordance with the provisions ofSection 22300 ofthe Public Contract Code. The U.S. Department ofTransportation (DOT) provides a toll-free hotline to report bid rigging activities. Use the hotline to report bid rigging, bidder collusion, and otherfraudulent activities. The hotline number is (800) 424-9071. The service is available 24 hours 7 days a week and is confidential and anonymous. The hotline is part ofthe DOTS effort to identify and investigate highway construction contract fraud and abuse and is operated underthe direction ofthe DOT Inspector General. Bidders are advised that, as required by federal law, the City ofMerced is implementing new Disadvantaged Business Enterprise requirements for Disadvantaged Business Enterprises (DBE). The City ofMerced DBE contract goal is 21%. The Engineers Estimate is $1,000,000 - $1,300,000 *The value for this project is based on a financial range.
