Description | Sealed bids will be accepted by the jefferson county purchasing department for building automation-instrumentation and control for hvac. All interested parties must meet bidder requirements as specified in the bid on or before the date and time that bids are due. BACKGROUND Jefferson County is the most populous county in the state of Alabama and is in the central portion of state. The county seat is in Birmingham. As of the 2020 Census, the population was 674,721. The County covers 1,124 square miles. Jefferson County is one of eight counties in Alabama with a limited form of home rule government OVERVIEW Jefferson County Commission - General Services is soliciting proposals from qualified Contractors for significant building automation work at six (6) campuses consisting of thirteen (13) buildings totaling 1.7 million square feet. Over the next five (5) years, the Owner will be undertaking a capital renewal program to replace controls infrastructure at each of its facilities. The Owner is seeking a Contractor to provide, install, service, and maintain building automation systems for all projects completed as part of this infrastructure renewal program. The selected Contractor will be awarded two contracts. The first will be a five (5) year Indefinite Delivery, Indefinite Quantity (IDIQ) master service agreement to be the exclusive building automation Contractor for all infrastructure projects, major renovations, and new construction at the thirteen (13) during that period. Under the contract, the Contractor shall provide services with open-book pricing at a fixed margin, markup, and/or discount (also known as cost-plus pricing). Bidding contractors shall base their discounts and pricing on GSA guidelines. Control components shall be fully installed by the contractor, using their own subcontractor should a subcontractor be needed (mechanical, electrical, fire protection, sheet metal, etc.) and the pricing of said component should reflect that. The second contract will be a five (5) year service contract to support any work performed under the first contract. The service contract should include, at minimum, responsive remote and on-site support, software upgrades, and a well-defined preventative maintenance scope. Pricing may be either fixed or dependent on the equipment installed under the contract above. Contractors shall provide clear line items for supporting legacy systems separate from supporting new work.
