Description

The City of Russellville, Missouri requests Letters of Interest and Statements of Qualifications for professional engineering services, including design services, development of plans, specifications, cost estimates, and bid documents, and construction inspection services, to assist in a project to improve the Russellville City Park. The $222,466 project will be funded in part through a Cole County American Rescue Plan Act (ARPA) Grant of $50,000, combined with the City American Rescue Plan funds in the amount of $167,466, and city matching funds of $5,000. Your Letter of Interest should not exceed five (5) pages total, and should include any information which might help us in the selection process, such as the persons or team you would assign to each project, the backgrounds of those individuals, and other projects your company has recently completed, or are now active. The firm proximity to and familiarity with the area in which the project is located. Examples of related work within the past five years, including references. Documentation of compliance with E-Verify requirements. The successful firm will be selected based on the above qualifications with Number 2 being the highest priority. Contract price will be negotiated and a contract will be entered into with the successful firm, contingent upon the approval of Cole County to ensure appropriate procurements standards have been followed and the contract meets all federal requirements. As funds are readily available, work can begin immediately upon receipt of County approval, and execution of professionalservices contract. The specialized experience and technical competence of the firm with respect to park and recreation projects that could include basketball and pickleball court rehabilitation and/or construction. Parking lot construction, drainage control, and other miscellaneous items, such as lighting, fencing, rubberized mulch for the playground, will be added as alternates based on bids and available funds. Cost estimates will determine the full scope of work to be bid including any add or deductive alternates. The capacity and capability of the firm to perform the work in question, including specialized services and bidding within a period of twenty-four months beginning April 1, 2023. ARPA Funding must be obligated by the end of calendar year 2024 and expended by the end of calendar year 2026. The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules.
