Description

Seeking professional engineering and/or consulting services from firms qualified for, but not limited to, performing preliminary engineering reports, engineering analysis and design, grant writing services, fluvial geomorphologic analysis, and construction oversight/management services for projects such as: o Irrigation efficiency, diversion, and infrastructure rehabilitation o Stream bank stabilization o Floodplain restoration o Other stream corridor projects These projects will be located within the Yellowstone River corridor and within the member Conservation Districts of the YRCDC. CCCD is requesting Statement of Qualifications (SOQs) to create a list of prequalified engineering and/or consulting firms to complete professional/ technical services on projects sponsored by the CCCD. Specific project selections will be based on the list of prequalified firms determined by these SOQs. CCCD reserves the right to advertise and solicit proposals for any project. CCCD shall not be responsible for SOQ preparation costs, nor for costs including attorney fees associated with any (administrative, judicial, or otherwise) challenge to the determination of prequalification. By submitting a SOQ each firm agrees to be bound in this respect and waives all claims to such costs and fees. Prequalification's include, but are not limited to, providing comprehensive professional/technical analysis of specific projects to identify and provide options for solutions to renewable resource and conservation issues that are included in the CCCD work plan and the Recommended Practices of the Yellowstone River Cumulative Effects Analysis document. Firms would need to be able to work with all appropriate governmental agencies, affected landowners, water rights owners and the CCCD Board of Supervisors, their staff and YRCDC staff, to develop professional analysis and assessment documents that would be used to guide actions of the CCCD. Firms would also need to be able to provide grant writing services, prepare final design and construction documents for projects, obtain proper permits, and provide construction management services and oversight as integral parts of any proposed or funded projects sponsored by the CCCD. Other assignments of a similar nature may be made at the discretion of the CCCD. Any services provided by a licensed firm need to be done under the direction of, or by a professional engineer licensed in the State of Montana. SOQ and SUBMISSION REQUIREMENTS: To achieve a uniform review process, the SOQs shall be organized in the manner specified below. SOQs shall not exceed ten (10) pages in length (excluding resumes, title page, table of contents, or dividers) as specified below. Information in excess of those allowed will not be evaluated. One page shall be interpreted as one side of single-sided, typed, 8 1/2 " X 11" sheet of paper using not less than a 12-point font with top, bottom and side margins no less than 1". Headers and footers can be outside of the margins indicated. Title Page (1 Page) The following information needs to be included on the title page: firm name, address, telephone number(s), contact person, and date. The title page must be signed by a corporate officer or other individual who has the authority to bind the firm. The name and title of the individual(s) signing the SOQ must be clearly shown immediately below the signature. Table of Contents (1 Page) Clearly identify the materials by Section and Page Number. SOQ Narrative (Limited to 10 Total Pages) A. Firm Experience (0- 15 Points) Provide detailed information on the firm's experience on projects relating to the types of projects mentioned in the introduction section of the RFQ. Provide a least three (3) projects for which your firm has provided the same or similar services. Identify your firm's performance on similar projects, specifically as they apply to work previously completed for the CCCD or Conservation Districts in the immediate and/or surrounding areas. Include a point of contact and current telephone number for each project identified. Do not include firm experience unless individuals who will work on a project participated in that experience. B. Key Project Staff (0- 25 Points) Identify a project engineer, key project staff, and task leaders expected to provide services on the behalf of the firm. Provide workload information regarding current or projected workloads of the firm or specific professionals involved, which will show potential availability to complete all aspects of potential projects. It is not necessary to list all sub-consultants that would be used to perform a project. Teaming arrangements and subconsultants will need to be presented during individual project selection. Resumes should be included for each of the individuals referenced detailing their relevant experience. Performance on projects, especially CCCD, should be noted. Resumes should be arranged alphabetically in an appendix and are not included in the page limit requirements for the SOQ. C. Firm Information (0- 10 Points) Provide information on size, resources, and business history of the firm. Describe the firm's location where the primary services are to be provided and the ability to meet in person with CCCD personnel when required during the performance of a Contract. The CCCD Board of Supervisors & Staff will perform an evaluation of the SOQs. Submittals will be evaluated in accordance with the following criteria: A. Firm Experience 0-20 Points B. Key Project Staff 0-20 Points C. Firm Information 0-10 Points Maximum Score 50 Points A firm must receive a total point value of 30 points out of the possible 50 points in order to be prequalified. Applicants will be evaluated in accordance with MCA 18-8-204. A selection committee will be formed when a project is identified and funded. The committee will define the criteria that will be used to select a firm for the specific project. The SOQs of all firms prequalified will be reviewed to determine which firms will be shortlisted based on the criteria. These firms may be asked to provide specific information in a form determined by the committee. The form could be a letter, proposal, or oral interview. The selection committee will base final selection on the specific project information received from the firms. CCCD reserves the right to award Contract(s) solely on the prequalified firms SOQ If selected and approved by the CCCD, firms will be prequalified for a term of up to 5 (five) years.
