Description

The Norfolk District, Corps of Engineers is seeking qualified and experienced firms capable of performing the following tasks. PSC Code: F110 - ENVIRON SYS PROTECT- DEVELOPMENT OF ENVIRON IMPACT STMTS/ASSESSMENTS, TECH ANALYSIS/ENVIRON AUDITS Environmental Compliance: The Contractor shall be capable of performing a wide range of environmental compliance work. The Contractor shall be capable of: developing environmental assessments, National Environmental Policy Act (NEPA) storm water and watershed management, water resource management, installation Spill Contingency Plan reporting, Emergency Planning and Community Right-to-Know Act (EPCRA), development of wetland and subaqueous bed permit applications for crossings (i.e. culverts and low water crossings), timber maintenance and harvesting, environmental information/educational displays; topographic surveys, NEPA requirements. The selected firm shall be able to provide on-site support in the execution of environmental compliance projects which assist the Installation in complying with Federal, state, regional, and local regulations. These examples are not intended to be all inclusive. Natural Resource Management: The Contractor shall be capable of performing a wide range of natural resources work. The Contractor shall be capable of: developing natural resources management plans, Integrated Natural Resources Management Plan (INRMP), threatened and endangered species management plans, natural resources studies, biological surveys, wetlands delineation and management, integrated pest management and grounds maintenance programs, Environmental Management Systems (EMS), Global Positioning System (GPS)/Geographic Information System (GIS) services. The selected firm shall be able to provide on-site support in the execution of natural resources projects which assist the Installation in complying with Federal, state, regional, and local regulations. These examples are not intended to be all inclusive. Environmental Restoration: The Contractor shall be capable of providing innovative technologies, as well as traditional methods of site investigation. The Contractor shall be capable of: ecosystem restoration, contaminant analysis and characterization, ecological risk assessments, and human health risk assessments. These examples are not intended to be all inclusive. Environmental Conservation: The Contractor shall be capable of performing a wide range of environmental conservation work. The Contractor shall be capable of implementing all technical aspects associated with environmental conservation work. Pollution Prevention: The Contractor shall be capable of performing a wide range of pollution prevention work. Real Estate: The Contractor shall be capable of providing a wide range of real estate services incidental to environmental projects. The Norfolk District is considering award of a Single Award Task Order Contract (SATOC) with one (1) base year and four (4) option years. The contract maximum is anticipated to $10,000,000 over the life of the agreement with a seed project being awarded at time of the IDIQ award. Technical Requirements: To be considered technically acceptable, offeror should provide sufficient information: Describing 3 projects of similar scope on environmental services consist of environmental compliance, natural resources management, environmental restoration, environment conservation, pollution prevention and or real estate, in the past 5 years. Outlining project lead qualifications. Specific attention should be paid to leading similar work and any special certifications or qualifications. To clearly and concisely describe and define the contractor’s response to the requirements contained in the RFP. Unnecessary elaboration or other presentations beyond what is sufficient to present a complete and effective proposal are not desired, and may be construed as an indication of the Offeror’s lack of understanding of cost consciousness. Elaborate art work, expensive paper or bindings, and expensive visual or other presentation aids are neither necessary nor desired. The proposal shall contain all the pertinent information in sufficient detail in the one area of the proposal where it contributes most critically to the discussion of the same information. When necessary, the offeror shall refer to the initial discussion and identify its location within the submitted proposal.
