Description

Any bid received later than the specified time, whether delivered in person or mailed, shall be automatically disqualified. Bandera County reserves the right to reject any/or all bids and to accept the bid deemed most advantageous to Bandera County and to waive any informalities in the bid. Scope of Bid Bandera County is accepting bids for a Voice Over IP (V.O.I.P) Telephone System as outlined in the Appendix A - Scope of Work. General Conditions Items listed below apply to and become a part of the terms and conditions of this bid unless superseded by any supplemental specifications or conditions enclosed or attached hereto; in which the case the attached or enclosed conditions will prevail. All contracts and agreements between vendors and Bandera County shall strictly adhere to the statutes as set forth in the State of Texas procurement laws. 1.0 SPECIFICATIONS 1.1 Bids submitted must describe in detail all services, equipment, warranties, itemized costs, and exclusions that are associated with this turn-key project. Each bid shall be placed in an envelope, sealed and properly identified with the bid title and the time and date to be opened. Bandera County has limited technology resources; therefore, this bid requires that the vendor submit a bid that includes (1) installation, configuration, and integration of the V.O.I.P telephone systems into the existing network infrastructure and (2) all engineering necessary to implement the project in a timely manner. Vendor must clearly identify capabilities and associated charges for all services associated with this bid. 1.2 Bid must show the full name and address of the vendor if different than that shown on the bid request. Failure to manually sign the bid will disqualify it. Person signing the bid should show title or authority to bind their firm to a contract. 1.3 Bid cannot be altered or amended after opening time. Any alterations made before opening time must be signed by the vendor or his agent. No bid can be withdrawn after opening time without the approval of the County Auditor, based on written acceptable reason. 1.4 Uses of Manufacturer's specifications, brand name and /or catalogue numbers are given for a purpose of identification and to denote the standard of quality desired. 1.5 Any deviations from the specifications shall be clearly noted in writing by the vendor. 1.6 Bandera County reserves the right to accept or reject all or any part of the bid, waive minor technicalities and award the bid to best serve the interest of Bandera County. 1.7 All items and services being bid must conform to all appropriate local, state/federal laws, ordinances and regulations. 1.8 A performance and/or Bid Bond will only be required for this bid if so stated in the Specifications and /or Special Conditions. 1.9 It is to be understood that the vendor, if awarded an order or contract, agrees to protect defend and hold harmless Bandera County from any suits or demands for payment that may be brought against it for the use of any patented material, process, article or device that may enter into the manufacture and/or construction or form a part of the work covered by either order or contract; and he further agrees to identify and hold harmless Bandera County from suits or actions of every nature and description brought against it for, or on account of any injuries or damages received or sustained by any part or parties by, or for any of the acts of the vendor, his servants or agents. 1.10 Vendor will provide a point of contact (POC) whom will respond to questions following bid submission. 1.11 Vendor will provide a brief (one page) summary of the company's background, including an outline of qualifications. 1.12 Vendor will provide a minimum of three (3) projects of similar scope (or larger) that Bandera County can visit or contact to verify their ability to fulfill the requirements of this bid. 1.13 Vendor will provide onsite people who are dependable, free of substance abuse, safety conscious, technically qualified and able to work well with other on-site contractors as well as Bandera County personnel. 1.14 Vendor will ensure that no employee to be working at any site is in violation of the State of Texas Sex Offender Law. 1.15 Vendor will provide an implementation schedule that meets the need of the county. 1.16 Vendors are welcome to attach additional materials/clarifications to fully detail their bid.
