Description

The Work is comprised of one (1) Contract: Contract No. 1 - General Construction. Individual Bids will be received for the Contract. The Work for the Contract is generally described as follows: Contract No. 1 - General Construction with PVC Open Cut Install: Construction generally consists of furnishing and installing all site work including installation of the following approximate quantities: 36,000 feet 2.0-inch, 700 feet 3.0-inch, 39,000 feet 4.0-inch, 13,400 feet 6.0-inch PVC water pipeline; 23,200 feet 2.0-inch, 3.0-inch, 4.0-inch, 6.0-inch poly bores; eighty-four (84) PVC frost proof residential meter setters with 1.0-inch curb stops; sixty-four (64) 2.0-inch, 3.0-inch, 4.0-inch, 6.0-inch, and 12.0-inch gate valves; seven (7) air release valves with PVC pits and curb stops; seventeen (17) 2.0-inch and 6.0-inch flush hydrant assemblies; twenty (20) Gas/Oil/Salt Line verifications; 1 prefabricated PRV vault; SCADA upgrades for one (1) existing vault; forty-six (46) tie-ins to existing; tracer wire; top soil stripping, excavation; backfill; compaction and pressure testing; disinfection, and all associated valves, fittings, and appurtenances; signage; gravel bedding; restoration and seeding. Contract No. 1 Alternative 1 - General Construction with PVC Open Cut Install: Construction generally consists of furnishing and installing all site work including installation of the following approximate quantities: 2,600 feet 4.0-inch PVC water pipeline; 100 feet of 4.0-inch poly bores; nine (9) PVC frost proof residential meter setters with 1.0-inch curb stops; one (1) 4.0-inch gate valve; one(1) 2.0-inch hydrant; one (1) tie-in to existing; tracer wire; top soil stripping, excavation; backfill; compaction and pressure testing; disinfection, and all associated valves, fittings, and appurtenances; signage; gravel bedding; restoration and seeding. All Bids shall be prepared according to the Instructions to Bidders contained within the Project Manual. Each Bid shall be accompanied by a Bid Security in the form of a Bidder's Bond executed by the Bidder as principal and by a surety company authorized to do business in the State of North Dakota, payable to Western Area Water Supply Authority, in a sum equal to five percent (5%) of the full amount of the Bid. A certified check in lieu of a surety company in the amount of 5% of the total project cost will not be accepted. This is to serve as a guarantee that the successful Bidder will enter into a Contract within fifteen (15) days of Notice of Award, in accordance with the terms of the principal's Bid and Contractor's Bond as required by law and regulations and determinations of Western Area Water Supply Authority for the performances of such Work. Only Bids that are accompanied by such a Bond will be considered. All Work shall be performed in accordance with the Bidding Documents on file in the Office of Western Area Water Supply Authority where they may be seen and examined. Bidders must be licensed for the full amount of the Bid as required by North Dakota Century Code 43-07-05. Each Bid shall contain a copy of the Contractor's license or certificate of renewal thereof issued by the Secretary of State All Work shall be done according to the Bidding Documents. The work for each contract must be completed no later than the following: Contract No. 1 - General Construction: Milestone Completion No.1: June 1, 2023 - All work excluding the prefabricated vault on Plan Sheet R109 Milestone Completion No.2: June 15, 2023 - All work that parallels CR30 on Plan Sheets R117 through R122 Substantial Completion: September 15, 2023 Final Completion: September 30, 2023 Contract No.1 Alternative 1 - General Construction` Substantial Completion: September 15, 2023 Final Completion: September 30, 2023 All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements.
