Proposed project will be a competitive, firm-fixed price, design/bid/build contract procured in accordance with FAR 15, Negotiated Procurement using the trade-off process. This project will be for the construction of 180,000 SF barracks for 600 Soldiers to include: building information systems, fire protection and alarm systems, ARMS vault construction, FEMA and ICC 500 storm shelter, extensive fire separation requirements, video surveillance system installation, Intrusion Detection System (IDS) installation, and Energy Monitoring and Control Systems (EMCS) connection. Special Foundations are required. Supporting facilities include site improvements to include a canopy for covered hardstand, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping, and signage. Heating and air conditioning will be provided by self-contained systems and will incorporate geothermal wells and hybrid geothermal system integration Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber Security Measures will be incorporated into this project. Sustainability/Energy measures will be provided. Key personnel for construction are anticipated to include individual personnel for Site Superintendent, Project Manager, Quality Control Manager, Site Safety Health Officer, and QC specialized support to include specialized structural inspectors, commissioning agents, fire protection engineer, and sustainability/energy integration coordinator. The project will also require a full-time scheduler to maintain an accurate and complex schedule for USACE coordination utilizing Primavera scheduling software. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is between $50,000,000 and $100,000,000. Estimated duration of the project is 690 calendar days. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $ 39,500,000. Firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities.
