Description

The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed-price contract utilizing the Source Selection Tradeoff process. The scope of work for this Solicitation will consist of rock removal from the Delaware River Channel, specifically within Bellevue and Marcus Hook Ranges. Blasting will not be permitted and the proposal evaluation factors will be: 1) Completion Schedule; 2) Workplan/Equipment list; 3) Experience; 4) Past Performance; and, 5) Price. There are four (4) rock outcrop locations that will be required to be removed. These outcrop areas will require all rock to be removed to a depth of 47ft MLLW. They are located in Bellevue and Marcus Hook Ranges where a mechanical dredge can be used with other floating plant operations as necessary. These four (4) outcrop locations are known as Bellevue 4 (44.7 MLLW), Marcus Hook 12 (44.9 MLLW), Marcus Hook 33 (45.1 MLLW) and Marcus Hook 38 (44.7 MLLW). Each of these rock outcrops are surrounded by an 47ft MLLW contour. The contract will require the entire area (within the 47ft contour) be dredged to 47ft MLLW before being accepted. The estimated area of the 47ft contour surrounding each outcrop varies in size from approximately 21 square feet to 117 square feet for a total area of approximately 221 square feet. Each area will be bid out as a separate standalone lump sum bid item. The dredging operation for an individual area will be accepted when entire area within the 47ft MLLW contour is dredged to 47ft MLLW as surveyed by USACE.
