RFQ - On-Call Value Analysis / Value Engineering

Cascade intends to select one or more firms based on this RFQ process to perform a variety of value analysis/value engineering tasks as may be assigned by Cascade at Cascade's White River Lake Tapps Reservoir Project, on Cascade-owned drinking water transmission main(s), and Cascade-owned wholesale master meters. The successful firm will utilize the value management methodology as described by Society for the Advancement of Value Engineering ("SAVE") and will employ Certified Value Specialist ("CVS") to lead the Value Analysis and Value Engineering Studies. The successful firm must demonstrate extensive experience and knowledge in the practice of SAVE International's formal value management methodology. The consulting firm will retain the services of innovative, experienced, independent subject matter experts who work effectively in a creative team-based, workshop-style setting to populate the Value Management team. The Certified Value Specialist facilitating Studies for Cascade must understand and employ the following principles and be able to effectively communicate them to Cascade staff and project teams, as well as independent subject matter experts.
