Description

Awarded to Grizzard and Associates, Inc. for $274,560 For the construction of the Flowers Bakery Culvert Replacement Project. The Flowers Bakery Culvert Replacement Project consists of removing and replacing an existing culvert under the Flowers Bakery driveway located at 134 Doyle McCain Drive. The project will include removal of the existing 4.9'h x 6.4'w corrugated metal culvert and replacing with a double barrel 54" reinforced concrete culvert with concrete headwalls on the upstream and downstream ends; minor clearing and grubbing; saw cutting and removal of existing pavement; traffic control; pavement and curb replacement; minor grading to shape for drainage in and around inlet and outlet headwalls; installation of riprap around inlet and outlet for stream and slope stabilization; milling and overlaying a portion of existing driveway; re-striping driveway centerline; erosion control (installation, maintenance, and removal); and permanent stabilization. This driveway is the only access for the plant and requires continuous access for vehicles and semi-trailer trucks. Therefore, the culvert replacement project must be constructed to provide access, minimum 1 lane, for traffic. The construction plans include a construction phasing plan showing the traffic control signage, barriers, and minimum lane width to be left open for each phase of the culvert replacement. A temporary stone pavement for traffic will be required at all times during the detouring/lane closures. No total road closures will be allowed without prior approval by the City Engineer and Owner's Representative for Flowers Bakery. The contractor will be required to maintain good communication and coordination with Project Engineer and City Engineer throughout construction of the project. Each Bid must be accompanied by a Bid Bond duly executed by the Bidder as principal and having as surety thereon a surety company licensed to do business in the State of Georgia and listed in the latest issue of U.S. Treasury Circular 570, in the amount of five (5) percent of the bid. A letter of credit or bank guaranteed check, from a local bank, may be submitted in lieu of bond. Cash or personal checks will not be accepted. Bidder's Proposal shall be submitted in a sealed envelope with the Contractor's name on the outside of the envelope. The envelope shall clearly state "Sealed Proposal for the Flowers Bakery Culvert Replacement Project". Any revisions made on the outside of the envelope WILL NOT be considered. The successful Bidder for this Contract will be required to furnish a satisfactory performance bond and payment bond each in 100 percent of the contract amount. A score of 1 to 10 will be given for each of the above criteria and the scores weighted based on the percentages listed above. The Contractor with the highest total score will be selected for the project. The City reserves the right to reject any and all Bids, in whole or in part, with or without cause, and to waive informalities, technicalities or irregularities in the Bids or the Contract Documents. Also, this project is of sufficient complexity that the City reserves the right to reject any contractor who does not have previous experience with projects of a similar nature and complexity. The City, in its sole discretion, reserves the right to select the Bidder that it deems most advantageous to the City.
