Description | THIS IS A PRE-SOLICITATION NOTICE. This notice is intended for Planning Purposes Only. It is NOT a Request for Quotes (RFQ), Invitation for Bids (IFB) or a Request for Proposals (RFP). Please do not submit pricing or proposals in response to this notice. This pre-solicitation notice does not obligate the Government to award a contract or issue a solicitation. Information in the pre-solicitation notice is subject to change. The U.S. Army Corps of Engineers - St. Paul District intends to publish a request for quotes (RFQ) in the next 7-15 days for Mowing and Trimming Services at the Eau Galle Lake Project. The Eau Galle Project is located in Spring Valley, Wisconsin approximately 50 miles east of Minneapolis-St. Paul metropolitan area and about 40 miles west of Eau Claire, Wisconsin. The contractor shall furnish all equipment, materials, labor and transportation necessary to mow and trim the lawn at the Eau Galle Project, Main Day Use Area (approximately 7 acres). Work shall be performed between the hours of 6:00 AM and 8:00 PM, Monday - Friday, when the general area lawn length exceeds 5 inches (5"). Services will not be performed on Saturdays, Sundays or holidays unless approved in advance. The active mowing season shall be from 1 June to 31 October. The base contract shall be for one year (1 June - 31 October , 2023) with two one-year Options, unilaterally exercisable by the Government. Grass shall be cut to a minimum height of two (2) inches, and a maximum height of three (3) inches. All areas shall be cut when general height of grass or weeds in the Day Use Area exceeds five (5) inches. All litter, trash, limbs, rocks and other debris shall be removed from the area before mowing. Mowing operations shall have a minimum impact on visitor use. Offerors are strongly encouraged to make a site visit prior to submitting a quote. Information for arranging a site visit will be published in the solicitation. All offerors must be fully registered in the System for Award Management (SAM) to include FAR and DFARS Representations and Certifications on profile. The solicitation will be 100% set aside for Small Business under NAICS code 561730, with an SBA Size Standard of $8.5 million. The method of contractor selection has not been determined at this time. |
