RFP Design - Design, Permit and Construction/Install Water and Wastewater Treatment Facilities

The County is seeking to engage the services of a qualified respondent to provide professional engineering services for the design, permitting and construction of the following facilities: o Two (2) modular or packaged water treatment facilities (2MGD each) (max day) capable of treating brackish groundwater to drinking water standards including raw water production wells, raw water transmission infrastructure, finished water transmission, concentrate discharge conveyance piping and a deep injection well. o One (1) modular or packaged 2.0 MGD Wastewater Treatment Facility capable of producing public access reuse with high level disinfection and Class I reliability. All Bidders are required to submit a five percent (5%) Bid Bond with the Bid Form or their bid shall be rejected as non-responsive. A one hundred percent (100%) Public Construction Bond is required upon notification of St. Lucie County's intention to award the contract to the apparent successful bidder. Bidders may not withdraw their Bid for a period of ninety (90) calendar days after the bid opening date. The Board of County Commissioners reserves the right to waive any informalities or minor irregularities; reject any and all bids/proposals which are incomplete, conditional, obscure, or which contain additions not allowed for; accept or reject any proposal in whole or in part with or without cause; and accept the proposal which best serves the County. The method of contractor selection has not been determined at this time.
