Description

Tompkins Cortland Community College (TC3), County of Tompkins and Cortland received grant funding in 2021. In accordance with section 103 of Article 5A of the General Municipal Law. Requests for Sealed Bids are currently expected to be advertised in early January 2023. TC3 will invite qualified trade contractors to submit sealed bids for the 100% update to current standards for the following labs. - Physics - Electric Tech - Chemistry - Design Studio (DS) - Computer Information Systems (CIS) - Construction Tech (Includes a first floor addition.) The scope of work will include renovations to first floor and second floor labs for approximately 3,000 and 7,000 square feet, respectively. The following contractor trades will be required. - Concrete - Masonry - Drywall - Doors/Frames/Hardware - Glass partitions & windows - Overhead doors - Floor coverings - Acoustical ceilings - Lab Casework/Fume Hoods (previously awarded) - Plumbing - HVAC - Electrical - Low voltage Wiring When plans and specifications are distributed, the following formal Advertisement requirements will apply. Bids will be received in the Purchasing Office room 216 by Kevin Caveney at Tompkins Cortland Community College 170 North Street in Dryden, New York 13053, at which time all bids will be opened and reviewed. Pre-bid information may obtained from the Director of Facilities, August Hennies at Tompkins Cortland Community College during normal business hours. TC3 requires that all bids shall comply with the bidding requirements specified. TC3 may, at its discretion, waive informalities in bids, but is not obligated to do so, nor does it represent that it will do so. TC3 also reserves the right to reject any and all bids. Under no circumstances will the Owner waive any informality which, by such waiver, would give one Bidder a substantial advantage or benefit not enjoyed by all others Bidders. No Bidder may withdraw his Bid before thirty (30) days after the actual date of the opening thereof, unless a mistake or error is claimed by the Bidder in accordance with General Information. 1. Project Schedule a. The work will be started immediately upon award of the Work and proceed continuously until complete. 2. Scope of Work a. See attached 'Instruction to Bidders' document to insure that each bid is complete Upon examination of the bid documents and/or upon examination of the site and local conditions, the bidders shall promptly notify TC3 should any ambiguity, inconsistency or error be discovered. 3. Interpretation or Correction of Bidding Documents a. Bidders requiring clarification or interpretation of the bidding documents must make a written request in time to reach the Owner at least 5 days prior to the date for receipt of bids. b. Any interpretation, correction or change of the bidding documents will be made by addendum. Interpretations, corrections or changes of the bidding documents made in any other manner will not be binding. 4. Addenda a. Addenda will be mailed or delivered to all who are known by the owner to have received a complete set of the bidding documents. b. No addendum will be issued later than five (5) days prior to the date of the receipt of bids except an addendum withdrawing the request for bids or one which includes postponement of the date for receipt of bids. c. Each bidder is required to ascertain prior to submitting a bid that the bidder has received all addenda issued and acknowledge their receipt in the bid. 5. Equivalents, Substitutions, and Listed Materials a. If the bidder would like to have materials other than those listed in the documents considered, specifications and cut sheets that clearly depict the material design and performance are to be submitted at least 5 days before the date of the receipt of bids. TC3 will make a sole determination of the equivalency of the submitted equipment and will notify all known bidders of the determination at least 3 days before the date of the bid. b. No requests for substitutions will be accepted after the date for the bids. 6. Bidder's Representations a. Each bidder by making a bid represents that: i. The bidding documents have been read and understood and the bid is made in accordance therewith. ii. The bidder has become familiar with all of the existing conditions and limitations under which the work will be performed. iii. The bid is based on the materials systems and equipment required by the contract documents. 7. Bid Submittal a. No electronic bid or electronic modification of a bid will be considered. Bids received after the time fixed for receiving them will not be considered. Late bids will be returned to the bidder unopened. b. Address each bid to TC3 and deliver to the designated location on or before the day and hour set for the opening of bids. Enclose the bid in a sealed envelope bearing the title "TC3 Window Blinds Replacement", the name of the bidder and the date and hour of the bid opening. It is the responsibility of the bidder to see that their bid is received in the proper time. c. In compliance with General Municipal Law Section 103-d, each bidder is required to submit with their bid a Non-Collusive Bidding Certificate signed by the bidder and affirmed by such bidder as true under the penalties of perjury. The certificate is part of the bid form for this project. 8. Withdrawal of Bids a. Any bidder may withdraw their bid either personally or by written request at any time prior to the scheduled time for the opening of bids. b. No bidder may withdraw their bid for a period of 60 days after the date set for the opening thereof and all bids shall be subject to the acceptance by the Owner during this period. 9. Award or Rejection of Bids a. The award will be made to the lowest responsible bidder. The Owner reserves the right to reject any or all bids which, in their judgment, is in their own best interest. 10. Wages a. This is a prevailing wage rate project. The successful bidder will be required to provide certified payrolls to the College. b. The Department of Labor has assigned Prevailing Rate Case PRC# 2022006539 and issued a Schedule for Prevailing Wage Rates which can be viewed by visiting the DOL The Method of Contractor Selection has not been determined at this time. *Expect to advertise the week of 12/5 and release drawings the week of 12/19. With bid date the week of 1/6/23.* Enclose the bid in a sealed envelope bearing the title for the portion of project being bid, as defined above, the name of the bidder and the date and hour of the bid opening. The scope of work will include total renovations to second floor labs of approximately 6,000 square feet. Plus a 2000 s.f. foot print (only) addition to a first floor lab. Plans and specifications are expected to be released December 20, 2022. Bid Addendums may be released, as required to more fully identify the Scope of Work. Generally, the scope of work consists of the complete renovation to the following main campus building lab spaces of approximately 8,000 s.f. total. - First floor; Construction Tech Lab.
