Description

The purpose ofthis Request forProposal, hereinafter referred to as RFP, isto contract with a qualified firm to design, engineer and develop construction plans and documentsto modify and add a building to the Green Well Pump house in order to house a water treatment facility. The City is contracting with Total Water Management to design, engineer, place (containerized facility) and connect a water treatment facility. The City Council does not want a containerized facility and wanted it place in a building. For that reason we are contracting with a firm to design the building. All proposals and communications relative to this proposal must bear RFP 231-22. If it becomes necessary to revise the RFP in whole or in part, an addendum will be provided to all proposers on record who received the original RFP. The information provided herein is intended and designed to provide those interested in responding sufficient basic information regarding minimum requirements. It is not intended to limit a proposal's content or exclude any relevant or essential data therefrom. Proposers are at liberty and are encouraged to expand upon the specification to evidence service capability under any agreement. The city will not be liable for any cost proposers may incur in the preparation or presentation of this proposal. Proposals of the successful firm shall be open to public inspection for a period of ninety (90) days after Purchasing Department 12830 S Redwood Rd Riverton, UT 84065 801-208-3175 the announcement of the selection of the Contractor. Proposals of those who responded but are not awarded contracts shall not be open to public inspection. An evaluation team will evaluate the submitted proposals. The city reserves the right to: 1) reject any or all proposals, or to make no award; 2) require modifications to initial proposals; 3) negotiate or 4) make partial or multiple awards. The city further reserves the right to excuse technical defects in a proposal when, in the sole discretion of the City, such excuse is beneficial to the city. The city may award based on initial proposals received, without discussion of such proposals. If required by the city, a short list of responders may be invited to make presentations/demonstrations to the evaluation team, other city personnel, as deemed appropriate. To the extent permitted by law, all documents submitted as part of the proposal will be deemed by the city as confidential during the evaluation process, and until selection of finalists. There shall be no disclosure of any information to competing companies prior to award of the contract. In 2020 the City did an RFP that consisted of two phases, the first phase was to get state approval and a discharge permit allowing the city to discharge byproduct into the Jordan River, the second phase was to design, engineer, place (containerized facility) then install a water treatment facility. Total Water Management was selected, and was contracted to complete phase 1, which they have. We went to council to inform them we were going to proceed and contract for Phase 2. The Council wanted the treatment facility placed inside a building instead of a container. The agreement will be in accordance with requirements set forth in the scope and terms of this RFP. All provisions of the agreement must be in compliance with established State and Local laws and ordinances of the State of Utah and its political subdivisions. Any contract or contracts that may arise from this request, will include the attached terms and conditions and the following: - Contract may be terminated at any time by either party with advance written notification of at least 30 calendar days, (negotiable, provide proposed termination terms with proposal response). Riverton City is seeking a firm to design, engineer, conduct a costing analysis and help modify and construct a building to house a Water Treatment Facility at the Green Well. Selected firm must coordinate work with Total Water Management, engineering firm contracted to construct place and connect the water treatment facility. The design, engineering, costs analysis, and construction assistance of this disposal system is to be included in the overall design and provision of the project. The scope of work is to include the following: - Meeting with a committee that may include the Mayor, City Council members, City Staff, Total Water Management Staff and invited citizens. - Develop conceptual drawings and a complete costing analysis for presentation to the City Council and the Planning Commission. - After the planning commission and council approval provide: - Construction drawings to be bid by the City to construct the building. - Engineered drawings and specifications, to include structural engineered construction drawings for building. - Provide specifications of items and materials included with the work. - Provide a bid schedule, measurement and payment schedule, and a cost estimate of items included with the work. - Provide a list of suggested contractors to use for the construction. Assist the City's Purchasing Department in bidding the project. Conduct a pre-bid meeting and address questions during the bidding process. Upon the completion of the bid, review responses, make award recommendations and develop contract documents. After the construction contractor is selected, the firm may be used as the Project Manager, which duties would include but not limited to the following. A. Oversee Project. B. Schedule and participate in a weekly Owner/Engineering Firm/Construction Contractor Meeting. C. Conduct on-site observation visits to observe, monitor and evaluate the work of the construction contractor. Follow up with written reports of observations describing critical site factors, weather conditions, types of activities etc. D. Coordinate any utility work needed. E. Review and approve change orders with attached recommendations. F. Review pay applications. G. Create punch list and follow through the completion of the project. H. Provide one full set of As Built Plans. I. Close out the project. All material submitted regarding this RFP becomes the property of Riverton City and will only be returned to the consultant at the city's option. Riverton City has the right to use any or all ideas presented in reply to this RFP. Disqualification of consultant does not eliminate this right. The City will establish a question and answer sheet for this RFP.
