Description

The selected firm will provide the full range of services (inspections, evaluations, testing, and cost estimates, etc.) to maintain and update the Roof Management Program including, but not limited to: 1. Evaluation of the County’s current Roof Management Program, including the identification of key buildings and recommendations for updating the program 2. Develop the Plan for inspections of the buildings in order to rank and prioritize the roof surveys. The intent is to conduct initial surveys of all County owned and leased building over the next three years, in order of priority as designated by the County. 3. Conduct the roof surveys/ inspections (in accordance with the Plan). Provide an initial report for each building surveyed. 4. Update the current Roof Management Program system with the findings from the surveys and updating the probable cost of repair/replacements for each building in the system. 5. For each roof type, provide a maintenance/ inspection checklist for Facilities’ personnel 6. Provide a 5-year plan for the Roof Management program, including frequency of inspection for the major buildings. 7. The selected firm will maintain the Roof Management program, including providing reports in January and June of each year to the Facilities Project Manager, indicating the priority and probable cost estimates (adjusted to future year costs) of planned repair/ replacement projects. These reports will be the basis for the capital improvement projects for the 5 Year Capital Improvements Plan. 8. The County may also request surveys/ evaluations of roofs outside of the Plan as circumstances arise for evaluation of a building roof. The County reserves the right to award the Agreement to the Respondent(s) that the County deems to offer the most responsive and responsible Proposal(s), as defined in this solicitation. In addition, the County has the sole discretion and reserves the right to cancel this solicitation, to reject any/all Proposals, to waive any/all informalities and/or irregularities, or to re-advertise with either the identical or revised specifications, if it is deemed to be in the best interest of the County to do so. Nothing prohibits the County from rejecting / rebidding when responses exceed budget and the County must change the solicitation to lower costs. The County also reserves the right to make multiple awards based on experience and qualifications or to award only a portion of the items and/or services specified, if deemed to be in the County’s best interest or award only a portion of the solicitation.
