SITE VISIT (CONSTRUCTION) - ALT I FEB 1995 (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to attend the pre-proposal conference and review the Industry Day Site Visit Presentation (Section J). The industry day presentation is for informational purposes only. Section C, descriptions and Specifications takes precedence over the attachments. (c) Offerors attending the site visit shall wear a hard hat, safety toe boots (no open toe shoes), sturdy attire, safety glasses, and hearing protection. Period of Performance: 09/01/2022 to 12/31/2022 Generation Unit 2: Lead Abatement Northern California Area Office Spring Creek Powerplant, Trinity River Division, Central Valley Project, California Bureau of Reclamation 1. BACKGROUND/PROJECT CONDITIONS 1.1. Background: Spring Creek Powerplant is located along Iron Mountain Mine Road. 1 mile north of Keswick, CA. The powerplant has two 70 MW generation units. Unit 2 will undergo refurbishment in the fall and winter of 2022. The Unit will be disassembled so that a major component, the turbine, can be replaced. Several interior metal surfaces of the unit must be machined in order to accept the new turbine. These surfaces are coated with paint, which must be removed prior to machining. 1.2. Access. The painted surfaces are available for work only after Unit disassembly. Scaffolding and/or ladders may be required to reach surfaces. Contractor to verify from plans and at preconstruction site visit. 1.3. Testing. The paint has not been tested for lead or other contaminants. Contractor shall assume that all paint subject to this work contains lead. 2. SCOPE OF WORK 2.1. Contractor shall 2.1.1. prevent contamination from dust and debris generated by paint removal activities by providing containment immediately around the work area, 2.1.2. remove paint from metal surfaces designated by the government. The major surfaces are circular, with approximate painted areas as follows: Location Area (ft2 ) Draft tube liner from draft tube floor up to Curb facing plate (see photo ) 250 Head cover flange to top of stay vanes (see photo ) 250 The surfaces are mostly vertical; however, some are horizontal, others angled. Exhibit 1 is a sectional elevation of the turbine with the paint removal areas highlighted. There are immovable pipes and ancillary equipment that may prevent direct frontal access to some surfaces where paint is to be removed. Contractor to verify from plans and at preconstruction site visit. 2.1.3. employ paint removal techniques that avoid unduly damaging the underlying metal. 2.1.4. properly dispose of all removed paint, blast media if used, and containment materials. 2.1.5. vacuum and wipe down all surfaces inside the containment area to remove all particulate matter generated by paint removal activities. 2.2. Critical Work. Time is of the essence. Paint removal lies on the critical path of the overall refurbishment of Unit 2. Refurbishment work on Unit 2 cannot proceed until the work area is free of paint and cleaned of contaminant surface particles. 3. ADMINISTRATIVE INFORMATION 3.1. This part covers the basics of day to day operations and normal hours of work. 3.2. Place of Performance: The work to be performed under this contract shall be performed at Sprint Creek Powerplant, 11757 Iron Mountain Road, Redding CA 96003 3.3. Period of Performance: The performance period for this shall be 14 calendar days. Project duration includes mobilization, demo and disposal. Start Date can be anywhere between 10/1/22 and 11/1/22 depending on how long it takes Government to disassemble unit. Contractor has 1 week to mobilize once start date is confirmed by Government. 3.4. Hours of Operations: The Contractor is responsible for conducting business, between the hours of 7:00 am-5:00 pm Pacific Standard Time, Monday thru Friday. The Offeror shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of Work when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential.
