Description

Bidders will be furnished with a copy of the Contract Documents by request upon proper notice. Proposals must be made on the standard Proposal Forms in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the Bidder, and the name of the work on the outside; addressed to Dan Renaldo, Chief Executive Officer of The Bridge; and must be accompanied by a statement of Consent of Surety from a surety company authorized to do business in the State of New Jersey and acceptable to The Bridge and either a Bid Bond or a Certified Check drawn to The Bridge for not less than 10% of the amount bid, not to exceed $20,000. The Bidders is hereby notified that a performance bond for the full amount of the project is required. The Bridge reserves the right to require a complete financial and experience statement from prospective bidders showing that they have satisfactorily completed work of the nature required before furnishing proposal forms or specifications, or before awarding the Contract. Proposals for this Contract will be accepted only from bidders who are properly qualified in accordance with the requirements of the Contract Documents. The right also is reserved to reject any and all bids or to waive any informalities where such informality is not detrimental to the best interest of The Bridge. The right also is reserved to increase or decrease the quantities specified in the manner designated in the Specifications. The contract will be awarded to the lowest responsible bidder in accordance with N.J.S.A. 40A-11-16(c). The successful bidder shall be required to comply with the following: A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et. seq. B. The provisions of the New Jersey Prevailing Wage Act Chapter 150 of the Laws of 1963, effective January 1, 1964, and the Davis-Bacon Federal Wage Requirements and N.J.S.A. 34:11-56.25 et. seq. C. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, knowns as the Copeland Act. D. Worker and Community Right-to-Know Act (N.J.S.A. 34:5A-1). E. The Contract governing the work is funded by monies received by Essex County under the Federal Coronavirus Aid, Relief and Economic Security Act (CARES). Under the said Act, the Davis-Bacon Act is applicable to the contracted work. Accordingly, the contractor must abide by the provisions of the Federal labor Standards which are included as a part of the conditions of the contract. All bidders will be required to obtain or submit their DUNS (Data Universal Number System) number and their SAM CAGE (System for Award Management - Commercial and Government Entity) number. Prospective bidders without these numbers will not considered responsible bidders, thus eliminating them from any awards. F. All bidders must be authorized to do business in New Jersey. Any bidder which is a corporation not chartered under the las as of the State of New Jersey must submit an affidavit certifying that said corporation is authorized to do business in the State of New Jersey. Moreover, the bid must be accompanied by a list of names and addresses of all stockholders owning 10% or more of the stock in accordance with the provisions of the Public Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2)
