NAVFAC Solicitation No.: N40085-22-R-2766 NAVFAC Specification Work Order Nos.: 1655654 NAVFAC Drawing Nos: 31 sheets in PDF format in DB-RFP file (Pages 161-192) Amendments will be posted directly to https://sam.gov/ under Contract Opportunities. Offerors are responsible for referring back to this site for any amendments to the RFP. The specifications, drawings, and other pertinent attachments are posted on https://sam.gov/ under "Attachments/Links." Title: Replace Cooling Tower (Closed Circuit Cooler) at CNATTU Training Facility Location of the work: Building 340, NAS Oceana, Virginia Beach, Virginia Description of the work: The Project Site is located at NAS Oceana, Building 340. Generally, this project will demolish the existing and provide a Closed Circuit Evaporative Cooler (CC-1) in the same general area. It will provide the integration of the closed circuit evaporative cooler operation and control with the existing Geothermal/Condenser Water System and Direct Digital Control System. The existing geothermal well field, condenser water pumps (P-1 and P-4) and water source heat pumps are existing to remain. It will provide a chemical water treatment system for the closed circuit evaporative cooler spray water system. The closed circuit evaporative cooler overflows and drains must not discharge to grade. It will provide the collection of all closed circuit evaporative cooler overflows and drains; pipe above ground and discharge into the sanitary sewer system in Mechanical Room 166. It will provide Architectural, Structural and Electrical work in support of the mechanical scope of work. Estimated Budget Amount or Price Range: In accordance with FAR 36.204 Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $500,000 and $1,000,000. NAICS Code: 236220 - Commercial and Institutional Building Construction Time for completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984), the Government desires completion of construction within 300 calendar days after award (this includes 15 days for payment and performance bonds submittals). Wage Rate Requirements: Department of Labor (DoL) General Decision Number: VA20220062 dated May 20, 2022 applies to this work. Should this wage determination be modified by DoL prior to award, the most current wage determination will be incorporated at the time of award. Liquidated damages: In accordance with FAR Clause 52.211-12 Liquidated damages- Construction, liquidated damages, at the time of award, will be based upon the liquidated damages for the base price, plus any option or combination of options exercised. If an option(s) is exercised within the timeframe allowed after award, the liquidated damages will be increased based upon the liquidated damages for that option. CLIN 0001- $105.75 per calendar day Utilities: The Government will provide water and power in reasonable quantities. Record Shop Drawings: In accordance with FAR 52.236.21, Specifications and Drawings for Construction Alternate I (Apr 1984) record shop drawings and reproducible copies of these record drawings are required. Government Furnished Property: There is no Government Furnished Property. Basis for Award: In accordance with FAR Part 15, award shall be made to the lowest priced responsible offeror. Proposal Acceptance Period: 120 days from receipt of offers. OFFERORS ARE ADVISED THAT FUNDING MAY NOT BECOME AVAILABLE. IF FUNDS ARE NOT AVAILABLE, NO AWARD WILL BE MADE AS A RESULT OF THIS SOLICITATION. OFFERORS WILL NOT BE REIMBURSED FOR ANY EFFORT OR PROPOSAL COSTS RESULTING FROM THIS SOLICITATION. Bond Requirements: In accordance with FAR 52.228-1 Bid Guarantee, each offeror shall submit with its offer a guarantee bond (Standard Form 24) in a penal sum equal to at least 20 percent of the largest amount for which award can be made under the offer submitted, but in no case to exceed $3,000,000. The Offeror shall submit an electronic copy with the price proposal form and a hard copy of your bid bond must be submitted to the address listed in the title above, within three (3) days after the due date and time for receipt of proposals. Failure to submit a bid bond by the deadline will result in your proposal being removed from consideration. Performance and Payment Bonds are required from the contract task order awardee ten (10) calendar days after date of award. Site Visit: Date and Time: 20 July 2022, 0900 hours Location: Building 340, Naval Air Station Oceana, Virginia Beach, Virginia Badging: Contractor personnel that do not have DBIDS access for Naval Air Station Oceana, must follow and adhere to the instructions contained within Attachments E, F, and G, ensuring enough time for processing, prior to the site visit date. Attachments E, F, and G are provided. If you are registered with DBIDS or after obtaining your one-day visitor's pass in accordance with Attachments E, F, and G, all participating contractors shall proceed to Building 340, NAS Oceana, Virginia Beach, VA for sign-in at 9:00am. Please be advised you must obtain your visitor's pass from the Pass/ID office prior to proceeding to Building 340. Personal Safety Equipment is not necessary. This will be the ONLY Government scheduled site visit. Pre-Propsal Inquiries (PPIs): PPIs must be submitted in writing on the attached Pre-Proposal Inquiry Form (ATTACHMENT C) to Jessica Grosso at jessica.m.grosso.civ@us.navy.mil no later than Tuesday, 29 July 2022 at 14:00 PM EST. Proposal Due Date: Thursday, 11 August 2022 no later than 14:00 Eastern Daylight Time (02:00P). LATE PROPOSALS WILL NOT BE CONSIDERED.
