Description | As of December 19, 2023, the content team is working to update/archive our project files to include the awarded CM and the construction start date. The original RFQ is listed below, for historical references. Through this request for qualifications (RFQ), notice is hereby given that the City of Durham, North Carolina, General Services Department in partnership with the City of Durham Transportation Department, GoDurham and GoTriangle, is seeking a team to provide Construction Manager at Risk (CMAR) services for preconstruction and construction of Durham Station Transit Center Improvements. Anticipated CMAR services with emphasis on the Durham Station Exterior Bus Facilities will include: Pre-construction/constructability reviews, value analysis/cost analysis, cost control, quality assurance/quality control, scheduling, logistics/phasing and construction phase services. Prior experience with FTA projects is desired. Any questions regarding this RFQ must be received in writing by 6/9/2022 by 3:00 p.m. Questions received after this date may not receive a response. Questions must be emailed to Henri Prosperi at henri.prosperi@durhamnc.gov. All written questions will be answered in an addendum made available on the City's website and emailed to firms who registered as interested in receiving such correspondence. The City of Durham Transportation Department will receive $10.8 million from the Federal Transit Administration (FTA) to revitalize the exterior areas of Durham Station, providing functional improvements to address space needs, safety concerns, maintenance issues, and user-experience enhancements. The $10.8 million in federal funding has been allocated to cover 80% of this estimated $13.5 million project with a local match of $2.7 million for construction as well as funding to complete design. This FTA grant will be administered directly to the City (GoDurham). Renovations, demolition, or expansions to any of the facilities on-site should be carefully considered to be focused on enhancing the station's passenger experience and delivering clear and/or measurable improvements to the station operations and maintenance. The station operates on a hub-and-spoke principal whereby all buses converge on the station for a brief 10 to 15-minute period allowing riders to transfer from one bus line to another. Most riders use the station as a transfer point. With the majority of riders entering and leaving the station by bus, there is limited time between transfers. Short- and -long-term goals identified during schematic design focused on shelter, efficiency, capacity, safety and security. Firms must submit a statement from an A- or better Surety Company licensed to do business in North Carolina attesting to the firm's bonding capacity to provide adequate performance and payment bonds for this project. The City will return all confidential, proprietary information to you at the termination of the selection process. This RFQ does not obligate the City to pay any costs incurred by respondents in the preparation and submission of a response.
