Description | Qualified Entity or multiple Entities (the “Entity” or “Entities”) with exceptional experience and capability to share their concepts for transforming a vacant, City-owned waterfront property (formerly an industrial power plant site) of approximately 16 acres north of the 17th Street Bridge, into a unique destination with a diverse and complimentary mix of park, cultural, commercial, and related land uses. The project may also include 15 acres south of the 17th Street Bridge which currently houses the City’s wastewater treatment plant which is scheduled to be relocated in five years, and the 4.3-acre old post plant, which a portion of the site is leased to FPL for a newly constructed substation and the remaining 1.8 acres is available for commercial development. The ideal project to support a paramount public purpose would result in the development of a hotel, a waterfront village with a mix of uses (retail, restaurants, plazas, music venues & recreation), public access open spaces, and a marina. The development is envisioned as a long term ground lease, with the developer responsible for developing and maintaining all the elements of the north parcel, including the retail and restaurants. The City, as the current owner of the property, seeks favorable terms in order to achieve its goal of having programs and facilities developed on the site which are self-sustaining economically, and which ideally generate revenue for constant improvements. office annex property located on the west side of Indian River Boulevard across from the City’s wastewater treatment plant, which a portion of the site is leased to FPL for a newly constructed substation and the remaining 1.8 acres is available for commercial development. |
