Description | Background: Over the past years a noticeable build-up of moisture and water has occurred in the HL3 space thereby increasing the risk of rust to the HEMP Shield. Currently, there is no automated capability in that exist which will allow for the detection of moisture build-up in this area outside of physical inspections. This requirement is for the installation of a leak detection system on the sub-floor and a safety nest system to be installed under sub-floor hatches of the HEMP Shield for safety purposes. The leak detection system will be used to prevent rust degradation or damage to the United States Strategic Command (USSTRATCOM) Bldg. 1022 HEMP shield. In the event that water is found in the sub-floor of the HEMP Shield the sub-floor hatches will remain open with the safety net installed to allow evaporation of the water and prevent rust degradation or damage to the Bldg. 1022 HEMP shield. Scope: The J43 requires contractor support to upgrade the automated leak detection capability for the HL3 space, Bldg 1022, USSTRATCOM, Offutt AFB NE. This requirement is due to excessive moisture build-up in the confined space. Objective: The contractor shall engineer, furnish, install and test one (1) new leak detection system and six (6) safety nets, one (1) each under each subfloor hatches. The new leak detection system will tie into existing Building Management System (BMS) for monitoring and reporting purposes. Leak Detection components that need to be furnished are listed in Paragraph 1.6.8 in the attached Performance Work Statement. There is a site visit scheduled for 9:00am (0900) CDT on Thursday, 14 July 2022.
