As of June 29, 2022, this project has not yet been awarded. A timeline for award has not yet been established. The Owner reserves the right to waive any informalities or to reject any or all bids. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. In accordance with Act 150 of 1965, as amended, all bidders shall conform to the requirements of the Arkansas State Licensing Law for Contractors. An Arkansas Contractors license is not required at the time of the bid submission. However, one is required at the time that the contract is signed. The Information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, Forms of Bid Bond, Performance and Payment Bond, and other Contract Documents may be examined at the following locations: Miller-Newell Engineers, 510 Third, Newport, AR. Southern Reprographics, 901 West Seventh, Little Rock, AR No bidder may withdraw his bid within 60 days after the actual date of the opening thereof. The city hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938.The Work Hours Act of 1962, the American Rescue Plan Act of 2021, Title VI of the Civil Rights Actof1964 also apply. Domestic Preference provisions, as set forth in the Uniform Grant Guidance 200.322, applies to this project. Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution. Project is subject to 2 C.F.R. Part 180 (excluded parties both contractors and sub-contractors) and Treasurys implementing regulation at 31 C.F.R. Part 19
