Description | MSDGC provides wastewater collection and treatment for various municipal and unincorporated populations of Hamilton County, which has over 800,000 residents, as well as services to portions Butler, Clermont, and Warren Counties. MSDGC's service area covers more than 400 square miles. Over 200,000 separate sewer connections tie into MSDGC's 3,000+ miles of sanitary and combined sewers. The Board of County Commissioners of Hamilton County, Ohio (the "Board") created MSDGC in 1968. MSDGC is operated under a contractual agreement with the City. The agreement consolidated the City sewerage services (its own and contractual services provided to 20+ other Hamilton County political subdivisions) with those of Hamilton County's Sewer District No. 1. Under the agreement, the City provides exclusive management of the sewer district's services, per the requirements as outlined in Chapter 6117 of the Revised Code of Ohio, while the Board funds its operating and capital budgets, sets rate structures, and determines its rules and regulations. Question Deadline 06/08/2023 at 1:30 PM ET Information / Clarification shall be submitted in writing by Email. - msd.procurement@cincinnati-oh.gov - The project includes a new dry pit pump station replacing the existing influent pump station to increase the influent pumping capacity of the Muddy Creek Wastewater Treatment Plant (MUWWTP) to 52 MGD (with provisions to expand to 122 MGD). The project also includes a 24 MGD High-Rate Treatment (HRT) facility that will use high-rate disinfection technology with the ability for expansion in the future. Consolidated sewer improvements to meet future flow demands are required, and a new outfall shall be constructed for HRF effluent flows. Improvements to the existing site, processes, electrical and instrumentation and control, and non-potable water (NPW) infrastructure are required to accommodate all influent pump station and HRT improvements. The improvements shall be constructed on the existing MUWWTP site in the former ash lagoon area. Analysis shall be performed to confirm the size of the pump station and HRT. This may include, but is not limited to, sampling, modeling, and testing. - Sitework will include removal of the interior berm between the secondary clarifiers and the former ash lagoon, elevating the western flood control levee by five feet, and general improvements for access. Provisions for future HRT grit removal shall be included. The existing influent pump station will be decommissioned. The current construction cost estimate is approximately $140,000,000. |
