Description

The Project consists of interceptor and manhole replacements to the West Collingswood Interceptor, a manhole rehabilitation in the Berlin Interceptor, replacement of the sloped masonry roofs at the Gloucester City and Cooper River Pump Stations, and relocation of stockpiles of soil to the CCMUAaEUR(TM)s Winslow percolation ponds. The West Collingswood work includes construction of a pipe and manhole network to replace several damaged West Collingswood Interceptor gravity manholes, including two (2) new manholes, pipe replacement, and abandonment in place of the old pipes and manholes. The Berlin Interceptor work includes the rehabilitation of a Berlin Interceptor gravity manhole including cleaning and surface preparation, crack and spall repair, if and where directed, and installation of the cured-in-place manhole liner. The roof replacement work includes demolition and removal of the existing masonry roof and installation of a new seam metal roof. The soil relocation work includes loading and transporting two (2) stockpiles of soil, one located at the CCMUA Cross Keys Pump Station and the other at the CCMUA Winslow percolation ponds, and placing the soil within the existing percolation ponds. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, as indicated in the Bid Form. Bidders are required to comply with the requirements of P.L. 1975, c.127 (N.J.A.C. 17:27 and N.J.S.A. 10:5-31 et seq.), Affirmative Action. Bidders are required to comply with the requirements of P.L. 1999, c. 238 (N.J.S.A. 34:11-56.25 et seq,), New Jersey State Prevailing Wage Act, where applicable. Proposals are being solicited through a fair and open process in accordance with N.J.S.A 19:44A-2.02, et seq., and as such, contractors are exempt from the limitations on making political contributions under that law. Further, for that reason, as well as because of a language in the New JerseyaEUR(TM)s Annual Appropriations Act, refusal to disclose campaign contributions otherwise required by NJSA 19:44A-20.2 et seq. and 19:44A-20.25 et seq., will not adversely affect your consideration for award. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C. 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9 for the participation of small business enterprises owned and controlled by Socially and Economically Disadvantaged (SED) individuals. Bidders are advised the SED goal for this project is twelve percent (12%). Bidders also shall be required to comply with the provisions of the following additional State Laws and Regulations: 1. Local Public Contracts Law N.J.S.A. 40A:11-2 et. seq. as supplemented and amended. 2. Where the nature or amount of change orders cause suspicion that they are being submitted to purposely inflate your bid, the CCMUA will decline payment and refer the activity to the appropriate law enforcement authorities. The Commissioners will take the same approach to any other subsequent request for increases to the contract price.
