Description

The project has been split into four phases: A. Needs Assessment B. Request for Proposal Development C. Vendor Evaluation and Selection D. Installation and Implementation This request for proposals is for providing project management services for all four phases: A. Needs Assessment Develop and document detailed existing (as is) and proposed (to be) functional, technical and data requirements, including business process workflows for all BWSC departments for the new CPMS software. BWSC Departments will be interviewed to gather requirements and discuss industry best practices. The outcome of this phase will be a requirements specifications document approved by the end users of the software. B. Request for Proposal Development Create a Request for Proposals (RFP) to be issued by BWSC for the new CPMS software and implementation services that will allow for thorough comparison of all qualified vendors. C. Vendor Evaluation and Selection Lead BWSC through the CPMS software selection process including coordinating software demonstrations based on custom demonstration scripts. Assist with the identification of potential risks and issues to ensure BWSC makes a quality selection decision which achieves the CPMS requirements. Participate in contract negotiations with selected vendor to ensure a performance-based contract, where milestones are paid when accomplished. D. Installation and Implementation Guide BWSC through the implementation of the selected CPMS software and assist with the identification and implementation of beneficial process changes. Ensure compliance by the CPMS vendor with contract requirements by identifying, tracking and monitoring the scope of work, deliverables and implementation responsibilities to assure they are comprehensive, accurate and are within budget and on schedule. Provide guidance in conducting user acceptance testing. Provide 2 months post go-live support.
