Description

Town of Friday Harbor (Owner) is requesting Bids for the construction of the following Project: WWTP Improvements Project WE #2020-048. Bids received after the time fixed for opening will not be considered. All of the bid envelopes must be plainly marked on the outside, SEALED BID, FRIDAY HARBOR WWTP IMPROVEMENTS. The Project includes the following Work: Construction of several new improvements at the wastewater treatment plant (WWTP) within the existing active facility. New components include : Various new concrete basins and other structures; Conversion of the existing SBR basins into aeration basins; Improvements to the existing Blower Building; Improvements to the UV Disinfection Area, including a new Disinfection Building; 2W and 3W System improvements; Improvements to the existing Digester; Biosolids handling improvements; Miscellaneous system piping and vaults; A new Shop Building; and Various site improvements. Bids are requested for the following Contract: Town of Friday Harbor WWTP Improvements. Owner anticipates that the Projects total bid price will be approximately $19,000,000. The Project has an expected duration of 900 calendar days. Bidders that do not register will not be automatically notified of addenda and will need to periodically check the on-line plan room for addenda issued on this project. Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. It is anticipated that this project will be funded in part by the Washington State Department of Ecology and in part by USDA Rural Development CFDA Number 10.760. Neither the State of Washington nor any of its departments or employees are, or shall be, a party to any contract or any subcontract resulting from this solicitation for bids. American Iron and Steel : Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term iron and steel products means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: De Minimus. All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashiers check, or surety bond in an amount equal to five percent (5%) of Bidders maximum Bid price (determined by adding the base bid and all alternates). Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the Town of Friday Harbor.
