Description

The City of Fostoria is requesting proposals for engineering services to assist with a project seeking funding under the Community Development Block Grant (CDBG) program through the Iowa Economic Development Authority (IEDA). An IDNR October 1, 2018 inspection report found a number of defects in the sanitary system needing to be addressed. The A WW and MWW flows on numerous occasions have been above the permitted limits. A significant contributor to exceeding these limits is infiltration and inflow (I/I). The City is investigating sources of III and will need to prioritize the extend of repairs and rehabilitation is necessary to the sanitary collection system. After improvements are made to the collection system the flows to the treatment system will be re-evaluated to determine what improvements will be required to made to the treatment system to bring the City into compliance. The City anticipates breaking the overall project into two (2) construction improvement phases - Phase 1 will primarily address the collection system and Phase II will primarily address the treatment system. I. Scope of Work: The firm selected to serve as engineer will be responsible for preliminary design (facility plan) of the project, developing all necessary plans, drawings, and specifi cations, ensuring that all plans and specifications meet all applicable legal and regulatory requirements, proving bid letting services, construction administration and final inspection and closeout. The selected engineer/engineer firm must provide engineer services to address the IDNR compliance deficiencies and violations to allow the system to be in compliance of its NPDES permit. The selected engineer/firm will need to work closely with and to provide necessary information and documents to Northwest Iowa Planning and Development Commission for writing CDBG's and in the administration of any funded CDBG. The selected engineer/firm will need to provide engineer services for the above services for each Phase I - Sanitary Sewer Rehabilitation and if necessary Phase II Wastewater Treatment Plant Improvements.
