Description | The upgrade of the Mount Arlington Booster Station project will consist of the demolition of the existing pump station, and installation of the new pump station structure. The upgraded pump station includes the installation of new pumps, motors, electrical, VFDs, SCADA controls, and a natural gas emergency generator.. In accordance with the provisions of N.J.S.A. 58:11B-26, N.J.A.C 7:22-3.17(a)24 and 4.17(a)24, the contractor (subcontractor) shall comply with all of the provisions of N.J.A.C. 7:22-9. No bid can be withdrawn for a period of sixty (60) days from the date of the bid opening. Bid proposals may be hand delivered or mailed in a sealed envelope clearly marked with the Bid title and number to Borough Clerk, Borough of Mt. Arlington, 419 Howard Boulevard, Mt. Arlington, NJ 07856 on or before the hour named on the date specified. If the bid is to be hand delivered on the day of the bid opening, the bid must be in the designated bid opening location by the designated time and date. The Borough will not assume responsibility for bids forwarded by mail or delivery service, and no bid will be accepted after the time specified on the bid opening date in the designated bid opening location. Bids are not to be delivered to the offices of CP Engineers. All bid forms in the Contract Documents must be fully completed and executed, and included with the Bidder's proposal. Each bid shall be accompanied by a bid guarantee in the form of a certified check, cashier's check, or bid bond in a form satisfactory to the Borough, in the amount of ten percent (10%) of the total bid, but not more than $20,000.00. Bids will be rejected if the required forms are not included with the proposal. All applicable surety bonds required in connection with the advertisement and award of building contracts or sub agreements must be written by a surety company listed on the Federal Treasury List (Department Circular 570-Surety Companies Acceptable on Federal Bonds), incorporated herein by reference. Copies of this document may be obtained from the Department. The Bidder and subcontractors must be registered with the Department of Labor and Workforce Development's Division of Wage and Hour Compliance as required by the Public Works Contractor Registration Act. N.J.S.A. 34:11-56.48 et seq., and possess a Public Works Contractor Registration Certificate. By submitting a proposal, the bidder covenants and agrees that it has satisfied itself from its own investigation of the conditions to be met, that it fully understands its obligations and that it will not make any claim for, or have a right to cancellation or relief without penalty of the contract because of any misunderstanding or lack of information. This bid proposal is irrevocable by the bidder or its personal or legal representatives. If any discrepancies or omissions appear in the specifications, the bidder shall notify the Borough, in writing, of any such discrepancy or omission. Bidders are notified by this statement that all of the general terms and conditions applicable will be a part of any contract awarded as a result of this proposal as fully and to the same extent as if copied at the length therein. There is no minimum purchase implied or guaranteed in this contract. The successful bidder must comply with all the provisions of N.J.A.C. 7:22-9.1 et seq. for the participation of small business enterprises owned and controlled by socially and economically disadvantaged individuals (SEDs). The administrative directives N.J.A.C. 7:22-3.17(a)24 and N.J.A.C. 7:22-4.17(a) or N.J.A.C. 7:22-36.17(a)24 require that no less than 10 percent of the total amount of all contracts related to the project shall be awarded to Socially and Economically Disadvantaged (SED) contractors and vendors. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq. Borough of Mt. Arlington Council reserves the right to reject any or all bids and to waive any minor irregularities or informalities in the bids and to accept the bid, which in their judgment will best serve the interest of Mt. Arlington Borough. Bid proposals must be submitted in hardcopy (paper) and digital format, in duplicate on the forms furnished by the Borough, via the electronic service, and as PDF digital files of all submitted proposal forms. Digital files are to be submitted on electronic media (e.g., CD, USB flash drive).
