RFP Design - Gravel Road Design CIP FY23

The Kenai Peninsula Borough (KPB) hereby invites qualified firms to submit proposals for acceptance by the Borough to provide professional design services, surveying and construction contract administration services for three groups of gravel roads, (1) Parkway Ave, Sylvan Circle, Northern Lights Blvd; (2) Lisburne Ave and (3) Griffing Way, Griffing Court, Territorial Road in the Road Service Area (RSA) Capital Improvement Project (CIP). The scope of work will include developing bid documents including plans, specifications and cost estimate, and construction administration as needed to redesign the following roads into three separate bid packages: (1) Parkway Ave, Sylvan Court, Northern Lights Blvd - 1,900 LF; (2) Lisburne Ave - 3,940 LF and (3) Griffing Way, Griffing Court, Territorial Drive - 2,025 LF. All roads are gravel roads that require drainage improvements, road reconstruction due to poor subgrade or surface degradation or need widened or turnarounds constructed. Any questions regarding this proposal are to be submitted in writing to the Purchasing and Contracting Director by no later than 5:00 PM local time on October 10, 2022. The subject line of the email should read: Questions: RFP #23-004 Gravel Road Design. A five percent (5%) local preference policy has been established and may be applied to all purchases under $50,000. A local business is defined as: any business or company having a physical presence in the Borough, registered in the Borough to collect sales tax, and locally provides the products and services sought. Perform initial Geotechnical investigation, Survey & Design ----------- October 2022 - November Submit Schematic Design ----------------------------------------------------- Due February 1, 2023 Submit Design Development ----------------------------------------------------Due March 1, 2023 Submit 100% Final Construction Documents, Specifications & Cost Estimates - Due April 1, 2023 Construction Phase -------------------------------------------------------April 2023 - October 2023 It is our desire to have projects bid ready as early as possible for bidding starting in the Spring of 2023. Dates may vary in coordination with, acquisition of easements or utility conflict resolution.
