Description

Contractor Agrees to furnish all labor, materials, tools, and equipment necessary to maintain and/or install intrusion alarm systems, as well as, monitor intrusion alarm activity at Salton Sea State Recreational Area, located in Riverside County. Required Equipment for Intrusion Alarm Systems The following is a list of features the system in each listed location should have: 1. Intrusion Audio Alarm 2. Intrusion Visual Strobe Lights 3. Intrusion Window Sensors 4. Intrusion Door Sensors on all doors, including three roll-up doors on Maintenance Shop. 5. Intrusion Motion Sensors 6. Remote Login 7. Ability to run reports of all activity, including openings and closings by system users. 8. Intrusion alarm systems should be able to accommodate at minimum 50 codes, as well as the ability to create, change, and deactivate codes when necessary. Maintenance of Intrusion Alarm Systems 1. Maintenance Maintenance shall be performed on all intrusion alarm systems listed in Section 3, “Locations and Panels” every six (6) months for the duration of this contract. The following services shall be performed during the quarterly maintenance: • Check wiring and wiring connections, repair/replace backup battery as needed. • Perform overall and complete system checks, equipment inspection, system tests. Provide programming or reprogramming as needed. Provide routine cleaning of smoke detectors and lenses of motion detectors. Provide checklist of components checked and tested. Contractor shall provide all new parts, supplies or materials approved by County, State, and Federal regulations governing alarms and safety procedures. Contractor shall maintain adequate parts and equipment inventory at their place of business to service State facilities at all times. Equipment included in local inventory shall include, but not limited to control panels, keypads, power supplies, batteries, audible and visual signaling devices, and other system accessories. Contractor shall notify states representative when alarm system equipment becomes obsolete or otherwise unavailable through normal distribution channels. Notification should be made prior to need for replacement. Failures in the system caused by acts of nature, vandalism, faulty equipment and other means will be handled promptly. Contractor agrees to provide a technician on site no later than 24 hours during normal business hours of a service call for security and alarm failures. Installation and setup of cellular modules for all alarm panels as required by State code. 2. Panel Repairs and Upgrades This section will only apply to intrusion alarm panels and cellular connectivity devices. The contractor under Section 2, Maintenance, shall pay for all other hardware. Due to the age of the existing systems, panel repairs, and replacements or upgrade may be necessary for functionality and compliance reasons. Repairs or replacement of panels or cellular connectivity devices due to failures, wiring, or compliance issues shall be performed on a time and material bases. A maximum budget of $10,000.00 has been allocated for materials for repairs during life of contract. Labor shall be paid at the contractor’s rate specified on the Bid Form, Exhibit B, Attachment 2. At the States’ request, the Contractor shall provide service calls and repair materials other than for testing and inspections necessary for monitoring/dispatching. When contacted, the Contractor shall respond to a request for service within 24 hours. These services and materials are to be submitted on an itemized monthly invoice. The States Representative must preapprove all repairs and material. Services will be provided at the hourly rate indicated on the Bid Form, Exhibit B, Attachment 2. Materials are to be billed at current costs, plus 10% markup of materials. The contractor shall provide only new and authorized parts, supplies, or materials, approved by County, State and Federal Regulations governing Safety Procedures. Used, worn, or inferior parts, supplies, or materials are prohibited and if utilized by Contractor, shall be considered grounds for termination of said contract. Contractor shall notify State in the event that alarm system equipment presently used at any site becomes obsolete or otherwise unavailable through normal distribution channels. Contractor’s Name: Agreement Number: C21555010 Page 3 of 5 Where possible, such notification shall be made prior to need for replacement. All maintenance and repair of Intrusion Alarms in state units shall conform to all regulated state, local and federal government codes. 4. Special Consideration These facilities are located in a desert zone and subject to high winds, high temperatures, movement of mice or other rodents when not occupied. The contractor shall recommend and utilize equipment that will perform under these conditions. No motion sensors can be affected by these conditions. 5. Obligations The state will make available all known design documents and specifications of existing systems to the contract as needed. Contractor shall be available to provide Salton Sea SRA staff with technical phone support as needed Monday through Friday, 8:00 am to 4:00 pm. Support shall include key pad operation questions and clearing of codes and faults. Contractor shall provide on-site keypad training at five (5) site locations, no less frequent than one (1) time per year as scheduled with the State Project Representative. Training shall be provided at the following District facility locations: 1. Sector Office 2. Ranger Station/Entrance Kiosk 3. Visitor Center 4. Maintenance Shop 5. Camp Store Monitoring of Security Systems The following is intended to describe and specify the on-going intrusion alarm monitoring services for the Department of Parks and Recreation, Salton Sea SRA at the following facilities: 1. Salton Sea SRA has five (5) facilities that require intrusion alarm monitoring as outlined below: 1. Sector Office 2. Ranger Station/Entrance Kiosk 3. Visitor Center 4. Maintenance Auto Shop 5. Camp Store 2. The general scope of work for this project will include: • Contractor agrees to provide 24-hour monitoring and alarm dispatching through an Underwriter Laboratory (UL) listed central monitoring station to include the existing and proposed security alarm control panels/communicators. • Contractor must be familiar with a Waiting to Hear Back Control Panel, its operations, functions, programming, and configurations. Contractor’s Name: Agreement Number:C21555010 Page 4 of 5 • Contractor will notify the State Representative of any deficiencies or faults with the operation or function of the system. • Contractor may be required to provide programming of the intrusion alarm systems as required for monitoring services on a time and material basis with the issuance of a written authorization by the District. 3. Monitoring Requirements • Provide 24 hour per day 7 day per week monitoring on intrusion alarms transmitted to a (UL) listed central monitoring station and provide appropriate dispatch response to the alarm. • A call-out notification roster and instructions for notification are provided in part “D” for Security. Contractor shall immediately contact named agencies on the callout roster and advise them of the type of alarm and exact location. Location given will be the alarm location (specific building) and information on the zone and type of alarm (entry or motion). • Emergency contact information for intrusion alarms: 1. Call (951)443-2969 (SURCOM) 2. Inform SURCOM the call is regarding a response to the security alarm at Salton Sea SRA. *SURCOM is the State Parks Law Enforcement Southern California Communications Center. • Maintain call down lists for each facility and perform call downs on receipt of the alarm. • Provide dispatching special instructions as required. • The monitoring facility must be UL listed and certified. • Reports * Maintain history/reports/logs for easy retrieval for a minimum period of at least three (3) months. * Archive history/reports/logs for a period of at least five (5) years. 4. Professional Requirements • Contractor shall be an experience individual or firm having equipment and staff capable of furnishing the services specified. • Contractor must maintain a current valid license with the California Bureau of Security and Investigative Services (BSIS). • Contractor must maintain a current valid C-10 license with the California Contractors State License Board. • Contractor Business Status Contractor’s Name: Agreement Number: C21555010 Page 5 of 5 1. If incorporated, contractor must be registered with the California Secretary of State. 2. If Sole Proprietor, contractor shall be required to register a fictitious name statement with Riverside County. Business and Professions Code §17910. 3. Individuals, Sole Proprietors, and some Partnerships are required to complete an EDD form DE-542 for contracts of $600.00 or more. Performance 1. Contractor shall perform all work to INDUSTRY STANDARDS. 2. Contractor shall perform all work in a safe manner. 3. The State will notify the Contractor in writing of any unsatisfactory performance. 4. The Contractor shall correct the problem as stipulated in the contract agreement, at no additional cost to the State. 5. In the event the Contractor is unable to perform the contracted services as to quality, quantity, schedule or for any other reason, they shall notify the States’ Representative immediately, and specific instructions shall then be issued by the States’ Representative. 6. All alarm monitoring/dispatch services are to be performed 24 hours a day, 7 days a week for the entire term of the contract. 7. Contractor shall perform regular testing to ensure the system is operational.
