Description | DESCRIPTION OF WORK. (a) The proposed improvement is officially known Warren County Courthouse Masonry Project. The work for this improvement is located at the Warren County Courthouse, located at: 100 West Broadway; Monmouth, Illinois 61462. (b) The work for the improvement consists of: 1. The proposed work includes all labor, materials, tools, supplies, utility and transportation services, equipment and all incidentals necessary for the bid. 2. Obtain any required permits. 3. Inspect 100% of the Warren County courthouse exterior, and grind and point all mortar joints, as needed, with the understanding that all mortar joints may not need restoration. 4. Repoint the exterior of the courthouse using period correct mortar to match original color and finish. 5. Pressure wash and clean all surfaces on the exterior of the courthouse. 6. Scale any loose and spalling stone on the exterior of the courthouse. 7. Patch spalled or deteriorating stone using Jahn patching or comparable material. 8. Coat the entire exterior of the courthouse with natural stone treatments. a. ALTERNATE BID 1 - Coat the entire exterior of courthouse with stone consolidator. 9. If courthouse exterior stone is more than 1/2 deteriorated, replace with new stone. 10. Please provide estimate of how much (in square footage) of patching stone, as well as stone replacement will need to be done. Please include unit pricing for additional stone repair or replacement. This will allow Warren County to realize savings or cost increases if the contractor ends up repairing/replacing more, or less, stone than what was estimated (add or deduct). 11. Shop drawings are required for all stone replacement and repair. 12. Repair the area on the south side courthouse entrance, where iron has fallen. 13. Require canopies to entryways, as well as fencing around the project. 14. Work is required to begin within 45 days after a written contract is finalized. 15. Contractor is required to provide an estimated timeline of completion. 16. Protection of the courthouse roof is the responsibility of the contractor during the period of time work is being done. 17. Contractor is required to have Historic Restoration Certificates from the International Masonry Institute. BIDDERS INSTRUCTIONS. (a) Prospective bidders shall be experienced in the construction of what this project requires or similar projects. Bidder shall submit three recent projects for reference along with the bid documents. (b) A bid bond or bid surety for not less than 5 percent of the bid amount will be required to submit a bid on this project. (c) The successful bidder will hold the bid open for acceptance for 45 days after the scheduled bid opening. (d) The successful bidder will enter into a written contract for the performance of the work within ten (10) days after the contract has been mailed to the bidder. A contract bond for the full amount of the contract will be required to be provided with the contract. (e) This contract calls for the construction of a "public work," within the meaning of the Illinois Prevailing Wage Act, 820 ILCS 130/.01 et seq. ("the Act"). The Act requires contractors and subcontractors to pay laborers, workers and mechanics performing services on public works projects no less than the current "prevailing rate of wages" (hourly cash wages plus amount for fringe benefits) in the county where the work is performed.
