Both electronic and paper bids will be privately opened. Consideration of Bids: Bids may not be withdrawn within 90 days after the date of the bid opening. The OWNER reserves the right to increase or decrease the quantity of any item or portion of the work, or to omit portions of the work, as may be deemed necessary by the OWNER, and the same shall in no way affect or make void the contract, except those additions to, or deductions from, the contract price will be appropriately made. The OWNER reserves the right to waive any informalities, or to reject any or all bids, or any part of a bid, and to award the Contract to the Bidder, who in the judgment of the OWNER, will best serve the interest of the OWNER. The Project consists of site excavation/fill; installation of sanitary sewer and water services, storm sewer system, storm water management facility, additions, electrical, plumbing, HVAC, Sprinkler, drives, aprons, retaining walls, fences; and site restoration and landscaping. Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.
