City of Winston (Owner) will be received by Andy Howell, Public Works Director, at the Administration Building located at 201 NW Douglas Blvd, Winston, OR 97496. Questions about the meaning, intent or completeness of the Bidding Documents, which may modify, change, increase, or decrease the scope of work, shall be submitted to ENGINEER in writing at least ten (10) calendar days prior to receipt of bids. I Bids will be received on a unit price basis for all of the work. No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total amount of the bid. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.

Division 31 -	Earthwork, Selective Clearing, Grading, Earthwork Methods.
Division 32 -	Exterior Improvements, Bases, Ballasts, and Paving, Flexible Paving, Asphalt Paving, Rigid Paving, Concrete Paving, Curbs, Gutters, Sidewalks, and Driveways, Athletic and Recreational Surfacing, Site Improvements, Fences and Gates, Planting.
