Description | Pre-Bid Meeting No The main electrical distribution panel feeding all processes supporting the El Estero Water Resources Center (EEWRC), located at 520 East Yanonali Street, Santa Barbara, CA 93103. EEWRC is a continuously operating wastewater treatment and recycled water production facility. The Project shall not disrupt facility operations. Project-associated shutdowns shall be coordinated and approved prior to implementation. The Project will require the replacement of the conduit runs that connect the main panel to the substations throughout the site. The replacement will be implemented by building a new, parallel electrical distribution system to limit the number of required system shutdowns. The new system will include a 12 KV power building, 4.16 KV power building, along with new substations 1, 2, and 3. Substations A, B, C, D, and E will be demolished. A new fiber optic communication network and associated network communication equipment and infrastructure will be installed. The waste gas burner system will also be upgraded for greater efficiency. Construction activities will include, but are not limited to, the following: Constructing five new concrete cast-in-place buildings. Installing new electrical distribution equipment. Providing new electrical connections to existing electrical equipment. Installing new electrical duct banks. Installing new network communication equipment and infrastructure. Installing a new fiber optic communication network. Relocating the existing flare control panel to a new location. Installing new digester gas piping. A digester gas shutdown will be required, involving coordination with plant staff. The Contractor will be responsible for the purging of digester gas piping with nitrogen gas to facilitate the shutdown and for returning gas piping back into service. Installing digester gas piping under a plant road in a utilidor. Constructing a new cast-in-place concrete pad and screen wall for a new waste gas burner, including deep foundations. Installing a new low NOx waste gas burner. Constructing new storm water remediation infrastructure. Installing and maintaining landscaping. Constructing retaining walls and other site civil-related structures. Testing, training, and commissioning of the new equipment as specified in this contract.
