Description

As of November 21, 2022, the project has been awarded. A timeline for construction has not been confirmed. The work will consist of the construction of approximately 7,000 LF of 16-inch sanitary sewer force main connecting to the Town of Clayton's ECIA Lift Station and continuing along Grifols Entry Drive, crossing Powhatan Road (SR 1901) and private property, continuing under North Tech Drive (SR 2832), crossing US-70 Business West, continuing along US-70 Business West (eastbound lane), and tying in to a connection point on an existing force main near the eastbound on-ramp from US-70 Business to US-70 Bypass. The project includes one (1) bore and jack crossing of Powhatan Road, one (1) bore and jack crossing of US-70 Business Highway at intersection with North Tech Drive, and one (1) bore and jack crossing of eastbound on-ramp to US-70 Bypass. The Town of Clayton and Johnston County have received a $6,000,000 joint Economic Development Administration (EDA), US Department of Commerce Grant (04-79-07480) to assist in the design and construction of sewer improvements. In addition to the EDA grant, project design and construction financing will also utilize a $4,722,780 local funds. The Town of Clayton's (Town) project consists of sewer improvements, to be owned and operated by the Town. The selected firm must meet Federal contract requirements. Each bid must be accompanied by a certified check or a bid bond by an acceptable surety company of not less than five percent (5%) of the amount of the bid, made payable to the Owner, JOHNSTON COUNTY, as a bid guarantee. A Performance and a Payment Bond will be required for the successful bidder in the amount of one hundred percent (100%) of the contract price, conditioned upon the faithful performance of the contract, payment of all persons supplying labor or furnishing materials, and payment of all liabilities incurred in connection with the work under this contract. North Carolina law requires any contractor bidding on work in the State which costs $30,000.00 or more to show evidence that he is licensed under the "Act to Regulate the Practice of General Contracting." No bid may be withdrawn for a period of sixty (60) days after the scheduled closing time for receiving bids. No consideration will be given any request for Plans and Specifications within the five (5) day period immediately prior to the date for receiving bids. Bids must be submitted on the printed form, or exact copies thereof, contained in the Contract Documents. Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the State of North Carolina. Neither the State or Federal government nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. Bidder shall make positive efforts to use small and minority-owned businesses and comply with GS 143-128. The Owner reserves the right to reject any and all bids and any part of a bid and to waive formalities and technicalities in the bidding procedure. *Information regarding subcontractor bidding has not been disclosed to the content management team at this time.
