Description | Bids shall be submitted on the forms provided, in the manner designated therein and required by the Specifications. They must be enclosed in sealed envelopes, bearing the name and address of the bidder and labeled as a title on the outside, addressed to: MUNICIPAL CLERK, TOWNSHIP OF SPRINGFIELD, 100 MOUNTAIN AVENUE, SPRINGFIELD, NEW JERSEY 07081. Proposal forms shall not be removed from the form of proposal. Proposals must be made upon the blank forms provided. Bidders are notified that they must comply with the New Jersey Prevailing Wage Act (Chapter 150 of the Laws of 1963, as amended) and that award will not be made to any bidder whom the Commissioner of Labor and Industry does not certify. Bidders shall provide a Business Registration Certificate issued by the New Jersey Department of Treasury in accordance with N.J.S.A. 52:32-44. Bidders shall comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1.1 et seq. governing equal employment opportunity. Bidders must also comply with the requirements of N.J.S.A. 40A:11-1, et seq. (the "Local Public Contracts Law"). Bidders must submit an Ownership Disclosure Statement using the Township-provided form. Bidders must supply a copy of their NJDEP-issued A-901 License, Certificate of Public Convenience and Necessity and Commercial Solid Waste Transporter Registration. No bid may be withdrawn for sixty (60) days after the opening of bids. A Contract will be awarded to the lowest responsible bidder or all proposals will be rejected within sixty (60) days after the opening of bids, unless such time period has been extended consistent with New Jersey law.
